Mr. Dang Xuan Phong holds the position of Secretary of the Vinh Phuc Provincial Party Committee.

On the morning of January 11th, the Vinh Phuc Provincial Party Committee held a conference to announce the Politburo 's decision on personnel matters. Attending the conference was Mr. Le Minh Hung, Member of the Politburo, Secretary of the Central Committee of the Party, and Head of the Central Organization Department.

At the conference, Mr. Nguyen Quang Duong, Deputy Head of the Central Organizing Committee, announced the decision to transfer and appoint Mr. Dang Xuan Phong, Secretary of the Provincial Party Committee and Head of the National Assembly Delegation of Lao Cai province, to participate in the Executive Committee and Standing Committee, and to hold the position of Secretary of the Vinh Phuc Provincial Party Committee for the 2020-2025 term.

Reportedly, Mr. Dang Xuan Phong (born in 1972, from Tien Lu commune, Lap Thach district, Vinh Phuc province) holds a PhD in economics and a senior bachelor's degree in political theory.

Throughout his career, Mr. Dang Xuan Phong has successively held positions such as: Director of the Department of Planning and Investment of Lao Cai province; Vice Chairman of the People's Committee of Lao Cai city; Secretary of the Bac Ha District Party Committee, Lao Cai province; Vice Chairman of the People's Committee of Lao Cai province; Chairman of the People's Committee of Lao Cai province; and Secretary of the Lao Cai Provincial Party Committee.

Previously, on January 10, 2025, at the Party Central Headquarters, the Politburo and the Secretariat reviewed and disciplined Party members who had committed violations and shortcomings.

After considering the proposal of the Central Inspection Committee, the Politburo found that Mr. Duong Van An (Secretary of the Vinh Phuc Provincial Party Committee), during his tenure as Secretary of the Binh Thuan Provincial Party Committee (from October 2020 to March 2024), violated Party regulations and State laws in performing his assigned duties and responsibilities, in preventing and combating corruption, waste, and negative practices; violated regulations on what Party members are not allowed to do and the responsibility of setting an example; causing serious consequences, significant damage to the State budget, negative public opinion, and diminishing the prestige of the Party organization and local government.

Based on the content, nature, extent, consequences, and causes of the violations committed by the aforementioned Party members, and in accordance with the Party's regulations on disciplining violating Party members, the Politburo decided to impose a Warning disciplinary measure on Mr. Duong Van An.

It is known that Mr. Duong Van An only assumed the position of Secretary of the Vinh Phuc Provincial Party Committee in March 2024.
