On October 15, 2023, the Second National Congress of the Vietnam Boxing Federation (VBF) took place in Ho Chi Minh City, marking a significant turning point in the organization and development direction of national boxing.
The most notable result at the Congress was that Mr. Luu Tu Bao was unanimously elected by 100% of the delegates to serve as President of the Federation for the second term (2023–2028).

The congress, held in October 2023, brought together delegates from boxing organizations nationwide. The main agenda included summarizing the activities of the first term, discussing development strategies for the next phase, and electing a new Executive Committee of 27 members. Among them, Mr. Luu Tu Bao was entrusted with the role of chairman – a leading position in planning and promoting the Vietnamese boxing movement in the new phase.
The congress at that time also elected five Vice Presidents of the VBF. The restructuring of the new leadership was expected to open up a more effective direction for Vietnamese boxing, both in terms of the movement and professional achievements.
However, two years after its general assembly, the VBF is facing a personnel issue at the top level. Mr. Luu Tu Bao returned to the United States in February 2025 to attend to family matters and has not yet returned to Vietnam. It is highly possible that Mr. Bao is involved in some matter that Vietnamese authorities are currently investigating.
