(Chinhphu.vn) - Mr. Pham Duc An, Deputy Secretary of the Da Nang City Party Committee, was elected Chairman of the Da Nang City People's Committee.

On the morning of September 8, the People's Council of Da Nang City held the 3rd session (special session) of the 10th term, 2021-2026, to conduct personnel work according to its authority. With 90% of the votes in favor, the People's Council of Da Nang City elected Mr. Pham Duc An, Deputy Secretary of the Da Nang City Party Committee, to hold the position of Chairman of the People's Committee of Da Nang City for the 2021-2026 term.

In his acceptance speech, Mr. Pham Duc An pledged to unite with the Executive Committee, the Standing Committee of the City Party Committee, the Standing Committee and the Vice Chairmen and Members of the People's Committee of Da Nang City, promote collective intelligence and individual responsibility. The city's leaders will act in the spirit of sincerity, openness, discipline, dedication, innovation, dynamism, creativity, and respect for the law to fulfill their assigned duties and tasks.

Mr. Pham Duc An said that in the coming time, the city will focus on handling and removing bottlenecks, unblocking resources; promoting digital economic development and digital transformation; implementing international financial centers and free trade zones; improving the effectiveness and efficiency in management, planning, budgeting, and public investment. The goal is to strive for the average GRDP in the 2025-2030 period to reach and exceed the Resolution of the 23rd City Party Congress...

The People's Council of Da Nang City also unanimously dismissed Mr. Luong Nguyen Minh Triet from the position of Chairman of the People's Committee of Da Nang City, who was appointed by the Politburo to hold the position of Secretary of the Da Nang City Party Committee for the 2020-2025 term.

Previously, the Secretariat decided that Mr. Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Quang Ninh province, ceased to participate in the Executive Committee, the Standing Committee of the Provincial Party Committee and ceased to hold the position of Deputy Secretary of the Provincial Party Committee for the 2020-2025 term, Chairman of the People's Committee of Quang Ninh province for the 2021-2026 term.

At the same time, mobilize and appoint Mr. An to participate in the Executive Committee, Standing Committee of the Da Nang City Party Committee, hold the position of Deputy Secretary of the Da Nang City Party Committee for the 2020 - 2025 term and introduce him to be elected as Chairman of the Da Nang City People's Committee for the 2021 - 2026 term.

Mr. Pham Duc An (55 years old), hometown Nghe An province, advanced degree in political theory, Bachelor of Economic Law, Bachelor of Banking and Finance, Master of Business Administration.

Mr. An has worked in the banking industry for many years, holding the positions of Party Secretary, Director of the Bank for Investment and Development of Hung Yen Branch; Deputy General Director of the Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV); General Director of the Vietnam-Russia Joint Venture Bank (VRB); Chief of Office of the State Bank of Vietnam.

Since May 2020, Mr. An has been Party Secretary and Chairman of the Board of Members of the Vietnam Bank for Agriculture and Rural Development.

In December 2024, the Secretariat decided to transfer and appoint Mr. An to hold the position of Deputy Secretary of the Quang Ninh Provincial Party Committee for the 2020-2025 term. The 24th session of the 14th Quang Ninh Provincial People's Council, term 2021-2026, elected Mr. An to hold the position of Chairman of the Quang Ninh Provincial People's Committee.
