Putin signs decree on residents of newly annexed territories

According to TASS , on April 27 (local time), Russian President Vladimir Putin signed a decree regarding residents of the newly annexed territories. This decree considers people without Russian passports as foreigners, and can be deported if they pose a security threat to Moscow.

Specifically, residents who choose to retain their previous citizenship and do not take the oath of Russian citizenship will be considered foreigners. From July 1, if they are considered a threat to Russia's national security, they can be deported, denied entry, have their temporary stay reduced, lose their refugee or temporary asylum status, or have their residence permit revoked.

According to the decree, acts considered a threat to security include: calls for violence to change the constitutional order of Russia, planning or financing terrorist groups, illegal demonstrations, and disturbing public security. Violators will be forced to leave the territory of Russia within 3 days of receiving the notice.

The new decree approved by President Putin states that people who do not yet have a Russian passport can still apply for a residence permit. To receive a residence permit, these people need to be fingerprinted and provide the necessary documents. Documents written in a language other than Russian must be translated.

Applications for residence permits will be reviewed within 20 days and may be rejected if there is any false information. In addition, the new decree also provides specific instructions on the procedure for registering a household registration at the place of residence.

The Ukrainian government has yet to comment on the decree. In October 2022, President Putin issued a decree annexing the four regions of Kherson, Zaporizhia, Luhansk and Donetsk to Russian territory. Despite the annexation announcement, Moscow still does not have full control over these four regions.
