Sharing memories from his early days as a journalist, journalist Ha Dang, former member of the Party Central Committee, former National Assembly delegate of the 8th and 9th terms, former Head of the Central Ideology and Culture Committee, said that in 1947, he began writing an article published in the Phu Yen Information and Propaganda newspaper titled “Confessions of a coin in a safe”. Until now, at the age of 96, having held many different positions and jobs, his time as a journalist has followed him from then until now.

"Commemorating the 100th anniversary of journalism, first of all, journalists and those who have a relationship with journalism must clearly understand the role of journalism in this revolution. Journalism is a front, journalists are soldiers, pens and paper are weapons. To be a journalist, you must write articles correctly to be good and attractive to readers. But writing well and doing the right thing is not the purpose of leaving a name for eternity, but to serve the revolutionary fight, that is Uncle Ho's teaching," journalist Ha Dang emphasized.

Commenting on the current development of the press, Editor-in-Chief of Nhan Dan Newspaper, Deputy Head of the Central Propaganda and Mass Mobilization Commission, Chairman of the Vietnam Journalists Association Le Quoc Minh said that in Vietnam, a number of press agencies such as Nhan Dan Newspaper, Vietnam News Agency, Vietnam Television, and Voice of Vietnam are making efforts to develop into key, multimedia press agencies.

However, to put the model of a mainstream, multimedia press agency into practice, there needs to be a comprehensive, synchronous strategy from the legal framework to the organizational model, investment in technology and human resource development. In particular, it is necessary to amend legal regulations to support and promote digital transformation in press agencies.

Mr. Le Quoc Minh - Editor-in-Chief of Nhan Dan Newspaper, Deputy Head of the Central Propaganda and Mass Mobilization Commission, Chairman of the Vietnam Journalists Association spoke.

According to him, the revised Press Law should create a legal corridor to build mechanisms and policies to encourage the development of domestic digital technology platforms, distribute press information content; develop models of cooperation between the press and technology companies, telecommunications networks, advertising businesses, cross-border platforms; focus on human resource training and international cooperation to promote digital transformation.

In addition, there should be amendments to the Law on Intellectual Property to handle violations of press copyright, enhance the responsibility of enterprises providing intermediary services on cyberspace in protecting copyright of press works; amend the Law on Advertising to manage business activities of cross-border platforms to ensure a healthy and equal competitive environment...

Besides, it is necessary to build a mechanism for the State to order high-quality press products; have appropriate investment policies and financial mechanisms.

Voice of Vietnam: Transforming to adapt

Speaking at the seminar titled “Vietnamese media facing the requirements of policy innovation, digital transformation and multimedia platform development”, General Director of Voice of Vietnam (VOV) Do Tien Sy said that recently, the press in general and VOV in particular have actively informed and propagated the National Assembly's law-making to institutionalize the Party's Resolutions.

Most recently, the entire population participated in contributing opinions to the Draft Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam. VTV has built columns, pages, and programs for people of all walks of life to express their opinions; there are many products on radio, electronic newspapers, printed newspapers, and on digital platforms to inform and propagate the implementation of Resolutions 57, 59, 66, 68 of the Politburo, also known as the "Four Pillars" on science and technology development, innovation, digital transformation, foreign affairs and international integration, private economic development, etc.; propaganda on the organization of two-level local governments taking place in localities.

General Director of the Voice of Vietnam Do Tien Sy emphasized that the National Assembly's direction to amend the 2016 Press Law is receiving deep attention from the press nationwide with the expectation that there will be regulations institutionalizing the Party's policies; thereby creating a legal basis for press agencies to develop smoothly in the context of strong changes in journalism technology, reorganization of press agency models, fierce information competition and the need to invest in equipment, meet new requirements, and open up a new development space for revolutionary journalism in the journey with the nation to build a rich, civilized country and build a professional, modern, and humane press.

Considering that press agencies are currently facing many opportunities and challenges in the digital transformation process, General Director Do Tien Sy said that in order to effectively carry out information and propaganda tasks, in recent years, VOV has operated according to the Multimedia Communications Complex model; proactively implementing digital transformation, despite the lack of equipment, technology, and experience. VOV has seen initial successes and will have to continue implementing the motto "transform to adapt".

Realizing the four core benefits that digital transformation brings to VTV, General Director Do Tien Sy shared that in his thoughts and vision, in the coming time, it is necessary to continue to encourage communication initiatives based on "Made in Vietnam" platform technology; issue the "National Strategy on Digital Communication to 2035", integrate communication in the National Digital Transformation Program, share technology, data standards and respond quickly to information crises; prioritize resources to train a team of "digital journalists", combining reporters, technology engineers, data experts - thereby improving content production capacity in a multimedia environment.

During this process, VTV continues to promote existing experiences, together with press agencies to innovate, digitally transform, innovate governance and management models, continue to develop healthily to maintain its pioneering role in the field of national media...

The 7th and 8th regular sessions and the 9th extraordinary session of the 15th National Assembly alone have issued 33 laws and this 9th session is expected to pass 34 more laws, so the recently issued laws are 67 laws, accounting for 31.4% of the total 213 laws).
