The National Assembly spent the whole working day in the hall (the session was televised and broadcast live on Vietnam Television and Voice of Vietnam ) to carry out the following activities:

Content 1: Under the direction of Vice Chairman of the National Assembly Vu Hong Thanh, the National Assembly listened to Minister of Finance Nguyen Van Thang present a Report explaining, accepting and revising the draft Law amending and supplementing a number of articles of the Law on Enterprises. After that, the National Assembly voted to pass the Law amending and supplementing a number of articles of the Law on Enterprises by electronic voting. The results were as follows: 457 delegates participated in the vote (equal to 95.61% of the total number of National Assembly delegates, of which 455 delegates approved (equal to 95.19% of the total number of National Assembly delegates), 1 delegate did not approve (equal to 0.21% of the total number of National Assembly delegates), 1 delegate did not vote (equal to 0.21% of the total number of National Assembly delegates).
 
Content 2: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listened to Minister of Finance Nguyen Van Thang present a report explaining, accepting and revising the draft Resolution of the National Assembly on reducing value added tax. After that, the National Assembly voted to pass the Resolution of the National Assembly on reducing value added tax by electronic voting. The results were as follows: 453 delegates participated in the vote (equal to 94.77% of the total number of National Assembly delegates), of which 452 delegates approved (equal to 94.56% of the total number of National Assembly delegates), and 1 delegate did not vote (equal to 0.21% of the total number of National Assembly delegates).

Content 3: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly discussed the following contents: Additional assessment of the results of the implementation of the socio-economic development plan and state budget in 2024; the implementation of the socio-economic development plan and state budget in the first months of 2025; Approval of the state budget settlement in 2023; The transition to applying a number of specific mechanisms and policies that have been allowed by the National Assembly to be implemented in a number of localities after restructuring the apparatus and expanding administrative boundaries according to the policies of the Party and State; Practice of thrift and anti-waste in 2024; Results of implementing the national goal of gender equality in 2024. At the discussion session, 56 delegates spoke, 2 delegates debated, the specific contents are as follows:
 
Regarding the additional assessment of the results of the implementation of the socio-economic development plan and the state budget in 2024; the implementation of the socio-economic development plan and the state budget in the first months of 2025: The delegates' opinions basically agreed with the Government's Report, the Verification Report of the National Assembly's Economic and Financial Committee on the additional assessment of the results of the implementation of the socio-economic development plan in the past time, and agreed with the groups of solutions proposed by the Government to be implemented in the coming time; at the same time, proposed to add many tasks and solutions to achieve the socio-economic goals and targets in 2025, focusing on the following contents:
 
+ Regarding solutions to promote growth: Strengthen state management, build a unified, synchronous and feasible legal framework to improve the effectiveness of preventing and combating counterfeit goods and trade fraud; continue to improve market economic institutions; pay attention to, research and have solutions to promptly support businesses, promote access to credit for production and business; flexibly use solutions to stimulate domestic consumption; effectively implement Resolution 68-NQ/TW and guiding documents on private economic development; effectively exploit new growth drivers such as digital economy, green economy, circular economy; promote regional development and regional linkages.
 
+ Regarding agriculture and rural areas: Developing deep processing and agricultural product linkage chains; using and processing agricultural waste and by-products; building national strategies, investing capital and transport infrastructure to promote sustainable agricultural exports; building national brands for agricultural products; managing and protecting forests and agricultural and forestry land; innovating the operations of agricultural and forestry companies.
 
+ Regarding industry, trade and services: Focus on investing in logistics infrastructure, seaports and border gates to reduce costs and improve the competitiveness of Vietnamese goods; improve the competitiveness of enterprises and support export enterprises; focus on measures to promote mutually beneficial cooperation with other countries in all fields; pay attention to maintaining the domestic market and promoting domestic consumption; and manage e-commerce.
 
+ Regarding public investment disbursement, infrastructure construction and implementation of national target programs: improve the efficiency of public investment; pay attention to investing in the construction of synchronous transport infrastructure to connect trade and develop socio-economy between provinces after implementing the arrangement and merger of administrative units; focus on strategic infrastructure projects with regional and provincial linkages; attract high-quality foreign direct investment; review, supplement and adjust issues related to national target programs when streamlining and arranging the 2-level local government apparatus.
 
+ Regarding monetary and fiscal policies: Implement solutions to control gold price fluctuations; build a tight fiscal policy, prioritize capital for development investment and practice thrift, combat waste; preferential credit policies specifically for small and micro enterprises and converted business households.
 
+ Regarding institutional reform and state management: Continue to review and amend current legal regulations and laws being amended to avoid overlaps and conflicts, ensure consistency, synchronization and feasibility in implementation; focus resources on commune-level authorities; seriously and effectively implement the policy of institutional breakthroughs, streamlining the apparatus, adjusting administrative boundaries, fighting waste and improving the investment and business environment; apply national digital transformation technology in state management.
 
+ Regarding science, technology and innovation: Focus on implementing the policy of allocating 3% of total state budget expenditure in 2025 for science, technology, innovation and national digital transformation; solutions to improve the quality of human resources through training and practice connections between schools and businesses; effective solutions in managing social networking platforms.
 
+ Regarding culture, education, health, social security, labor, and employment: Policies on education and training, social security; perfecting mechanisms, improving the quality of human resources; issues of training human resources in the health sector; policies to support, retrain, and change jobs for the redundant workforce after streamlining payroll and merging administrative units; building a National Job Conversion Fund; solutions to continue implementing the policy of eliminating temporary and dilapidated houses; management, inspection, examination, and supervision of food hygiene and safety; solutions to environmental pollution, improving the quality of medical examination and treatment; research and development of the National Happiness Index.
 
Regarding the approval of the 2023 state budget settlement: Delegates' opinions focused on discussing the implementation of fiscal policies in 2023; the implementation of revenue and expenditure targets, borrowing, debt repayment, and state budget settlement data; at the same time, proposing solutions and tasks to overcome shortcomings and limitations in budget management, operation, and state budget settlement.

Regarding the transition to apply some specific mechanisms and policies that have been allowed by the National Assembly to be implemented in some localities after restructuring the apparatus and expanding administrative boundaries according to the Party and State's policies: Delegates' opinions focused on discussing the necessity, political basis, and legal basis for the transition to apply some specific mechanisms and policies; and agreed to continue to apply specific mechanisms and policies in some localities. Some delegates suggested considering the basis, principles, and scope of the transition; at the same time, suggesting specific regulations on the transition period to avoid legal and practical problems during the implementation process.
 
Regarding the practice of thrift and anti-waste in 2024: Delegates commented that the practice of thrift and anti-waste in 2024 has had many positive changes, especially in the fields of financial management, asset management, employee management and working time. In addition, some delegates said that in many localities, there is still a situation of not using headquarters and surplus public assets after the merger of the administrative apparatus; some works and projects are still behind schedule, with unclear completion times. Delegates suggested that there should be a specific mechanism to handle the situation of surplus headquarters of units after the arrangement, to avoid waste; apply digital transformation, and build a unified national database in public asset management.
 
Regarding the results of implementing the national goal of gender equality in 2024: Delegates commented that in 2024, the results of implementing the national goal of gender equality have made remarkable progress; at the same time, many solutions were proposed to narrow the gender gap, such as: enhancing the role of women in the political system; creating conditions for women to access technology, science, engineering, and capital; improving the quantity and quality of staff working on gender equality; and allocating reasonable funding for implementing gender equality goals.
