On the afternoon of June 18, the National Assembly passed the Law amending and supplementing a number of articles of the Law on Product and Goods Quality.
One of the highlights of this law is that goods currently classified by group will be classified into three risk levels for management. The government aims to reduce pre-inspection and strengthen supervision and post-inspection.
Specifically, products and goods are divided into low risk, medium risk, and high risk. On that basis, the Government and the ministries managing the industry and sector will assess and classify the medium risk level and high risk level with corresponding quality management measures to ensure flexibility and feasibility in practice.
Products and goods with medium and high risk levels must be declared as conforming or subject to other management measures according to specialized laws.

Explaining this content, Chairman of the Committee for Science, Technology and Environment Le Quang Huy said that there were opinions suggesting reviewing regulations according to international practices on risk management, ensuring that the transition from managing goods based on the risk of causing unsafety to managing goods based on the level of risk does not hinder business operations.
In response to delegates' opinions, the draft Law has reviewed, revised and supplemented regulations on classifying products and goods based on risk levels to conform to international practices on risk management; at the same time, it has supplemented principles for managing product and goods quality to ensure a shift from managing goods based on the risk of causing unsafety to managing goods based on the risk level and assigned the Government to provide detailed regulations.
Regarding state management responsibilities, there are suggestions to continue reviewing specific regulations in the draft law related to the responsibilities of the Ministry of Science and Technology and ministries and branches in state management of product and goods quality...
In response to the above comments, the draft law has reviewed and revised the provisions clearly stating that the Ministry of Science and Technology is responsible to the Government and the Prime Minister for the unified implementation of state management of product and goods quality. The Government shall specify the responsibilities of ministries and branches in detail.
Particularly for products and goods in the fields of national defense, security, cryptography, ensuring secrets, and national security, there are specific characteristics, therefore, the Standing Committee of the National Assembly proposes to keep the regulations as in the draft Law.
