Many National Assembly deputies proposed implementing a roadmap to exempt hospital fees for all people according to target groups, prioritizing the elderly and disabled, from 2026.

Speaking at the discussion session on the socio -economic situation on the morning of June 18, delegate Nguyen Thi Quyen Thanh (Vinh Long) suggested the early realization of the policy of free hospitalisation for all people. This is one of the breakthroughs in Vietnam's health policy, with the desire to achieve the goal of not leaving anyone behind.

Ms. Thanh hopes that the Government will pay attention and soon have a policy mechanism to support periodic health check-ups for the elderly and people with disabilities from 2026. Then, there will be a roadmap each year until 2030 for other priority groups so that all people are exempt from hospital fees.

Delegate Nguyen Anh Tri (Hanoi) pointed out that to implement the very humane policy of free medical examination and treatment for all people, we still have to rely on health insurance. Because in essence, the State supports the people, through helping to supplement the budget to increase the Health Insurance Fund, ensuring that people who are examined and treated can make the most of the best medical services without having to pay extra money.

He proposed to divide beneficiaries into priority groups that already exist, namely children under 6 years old, families with revolutionary contributions, the elderly... At the same time, it should be implemented immediately for those who are seriously ill or in danger of prolonged illness, and he suggested that this group can be implemented from 2026.

Hanoi delegates also proposed to ensure adequate supply of drugs, chemicals, and biological products for patients; improve the quality of medical examination and treatment, regularly supplement new drugs, update modern diagnostic and treatment protocols, apply new technologies... "Perhaps we should rebuild the drug approval process in a serious but more open way," Mr. Tri suggested.

Finally, Mr. Tri hopes that the Ministry of Health will review the autonomy policy in public hospitals to avoid the phenomenon of privatization of hospitals, which affects the people's rights to medical examination and treatment.

Proposal for general amnesty for prisoners on the occasion of the 80th National Day to lighten the burden for the country to move forward

Venerable Thich Thanh Quyet (National Assembly delegate of Hanoi) acknowledged that in 2024 and the first months of 2025, the country will face natural disasters and floods, while the international situation will be complicated and unpredictable.

However, under the historical leadership of the Party, the support of the National Assembly and the entire political system, the country has achieved and exceeded all targets, approaching the upper middle-income group in the world.

In the coming time, Venerable Thich Thanh Quyet proposed that the Government resolutely implement the Politburo's resolutions, especially Resolutions 57, 59, 66, 68 on science, technology, international integration, private economy, institutional and legal innovation...

According to the delegate, 2025 is a very special year, we have celebrated and will celebrate major national holidays. On the occasion of the 90th anniversary of the Party's founding and the 135th anniversary of Uncle Ho's birthday, the Vietnam Buddhist Sangha successfully organized the Vesak festival, contributing to promoting the image of Vietnam in the world. In particular, the procession of Buddha Shakyamuni's relics from India for people to worship has left a deep impression on the people.

According to monk Thich Thanh Quyet, those meaningful actions help people believe more in the Party and State, which is a spiritual resource to build the country.

Venerable Thich Thanh Quyet said that national history records that whenever the country had major events, the previous emperors often did very special things, showing tolerance, humanity, and benevolence. On the occasion of the whole country preparing to celebrate the 80th anniversary of National Day, he suggested that the leaders of the Party, State, and Vietnam Fatherland Front organize a general amnesty for prisoners because it only happens once every 80 years.

"If it's wrong, it's wrong. If it's lost, there's nothing left to lose. It's too late to regret. Give them one last blessing so that the whole country can rejoice, unite, and lighten their burdens as they step into a new era, an era of great success," said the National Assembly delegate from Hanoi.
