Minister of Health: Counterfeit drugs are on the market but not in hospitals

Minister Dao Hong Lan affirmed that through bidding, all drugs entering hospitals must have a clear origin. Therefore, fake drugs are on the market but not in hospitals.

This morning, at the National Assembly's socio-economic discussion session, Minister of Health Dao Hong Lan said that central hospitals have done many things to support lower-level hospitals. The aim is to improve the quality of care for people right at the grassroots level.

In response to concerns from National Assembly delegates about overload at the upper level, Ms. Lan said that 3 facilities of K Hospital have been put into use, of which the facility in Quan Su is very spacious and clean. From now until the end of the year, machinery will continue to be enhanced to meet the needs of medical examination and treatment.

Regarding the Bach Mai and Viet Duc hospital projects in Hanoi, the Ministry of Health is directing urgent implementation, "trying to complete the backlog of work from now until the end of the year" .

Regarding the development of grassroots healthcare in accordance with the two-level local government model, the Ministry of Health is consulting on perfecting policies and laws on functions, tasks, services provided, and financial mechanisms for implementation.

The national target program on health is being developed and is expected to be submitted to the National Assembly at the upcoming 10th session, with many solutions to improve the quality of both human resources and service quality of the grassroots health system. The Ministry of Health is also reporting to the competent authority to develop a breakthrough resolution with new mechanisms and policies, contributing to improving the quality of the grassroots health system.

"Torn" problems

The Minister of Health emphasized that the legal framework to protect the sector's staff is a "painful" issue.

During the process of drafting the Law on Medical Examination and Treatment (amended), the Ministry of Health proposed to protect medical staff and workers from abuse on the same basis as those performing public duties.

Citing incidents in Nam Dinh, Phu Tho and Nghe An, Ms. Lan suggested that local authorities join in protecting medical staff in the area.

Regarding counterfeit drugs and fake foods, the Minister acknowledged that this is also a "painful" problem for many countries. According to US statistics, each year, counterfeit drugs and fake foods cause about 600 billion USD in damage.

In recent times, Vietnam has been actively preventing and combating counterfeit drugs and fake foods. The Penal Code stipulates the highest penalty of death for the crime of producing counterfeit drugs. However, Ms. Lan believes that it is necessary to improve the legal system and reorganize the staff...

"Medicines and food directly affect people's health, so we need to be determined at a high level," the Minister stated.

She affirmed that through bidding, all drugs entering hospitals must have a clear origin. Therefore, fake drugs are on the market but not in hospitals. The Ministry of Health is working closely with the National Steering Committee 389 and other ministries to prevent and combat fake drugs and foods.

Ms. Lan said that the three prominent cases in recent times in Thanh Hoa, Kera candy of Hang Du Muc, and fake cosmetics in Dong Nai were all discovered and investigated by the Ministry of Health in coordination with the Ministry of Public Security.

Need to improve the quality of primary health care when there is no longer a district level

In the previous discussion session, many delegates raised the issue of counterfeit, fake, poor quality, and unknown origin goods circulating on the market, including fake drugs and fake functional foods.

Delegate Mai Van Hai (Thanh Hoa) said that with many sophisticated tricks - from production, transportation to product consumption - fake, counterfeit, and poor quality goods have infiltrated every aspect of life, making voters and people very upset and angry.

State management, market management, post-inspection work as well as the individualization of responsibilities of agencies, organizations and individuals still have certain shortcomings and limitations, and the handling is not strong enough to deter.

Delegate Do Thi Lan (Quang Ninh) pointed out that the overload situation at hospitals such as K, Bach Mai, Viet Duc... is mainly due to lack of equipment, medical supplies and human resources, and so far there has been no definitive solution.

"I went to K hospital and witnessed patients waiting for medical examination, many cancer patients were tired of waiting for radiotherapy. Many cancer patients have difficult circumstances due to long treatment time, increased costs and most of them come from the provinces to Hanoi for cancer examination and treatment.

Every day, the hospital has to receive over 2,000 people for examination. Meanwhile, there is a lack of equipment, specifically ultrasound machines, CT scanners... Therefore, patients have to wait for examination, wait for results, especially in cancer treatment, there is a lack of radiotherapy machines, so many people do not receive timely intervention, losing the opportunity for treatment during the golden hour to prolong life" - delegate Do Thi Lan shared.

According to delegate Nguyen Quang Huan (Binh Duong), upper-level hospitals such as Bach Mai, 108, and Viet Duc are overloaded partly due to lack of medical equipment and supplies, poor physical conditions due to service prices, etc.

However, delegate Nguyen Lan Hieu (Director of Hanoi Medical University Hospital) argued that the overload of upper-level hospitals is not due to unused machinery and equipment, and if there is, the number is very small. According to him, the overload is mainly due to people losing faith and not trusting district and provincial hospitals, so they go to the central level.

Mr. Hieu emphasized the need to improve the quality of primary health care, especially when there is no longer a district level.
