Continuing the discussion program at the hall, on the afternoon of June 17, Minister of Home Affairs Pham Thi Thanh Tra discussed issues of concern to delegates regarding the implementation of two-level local government; restructuring and improving the quality of cadres and civil servants.
Stating that when organizing a two-level local government, more than ever, the team of cadres and civil servants will be the key factor determining the success of this new model, Minister Pham Thi Thanh Tra emphasized that restructuring and improving the quality of the team of cadres, civil servants and public employees is no longer an option, but a very urgent requirement to carry out the transformation from administrative management to governance and service to the people.
At the same time, when implementing a two-level local government, the workload is very large, the task requirements are very high... requiring the team of cadres, civil servants, and public employees, especially at the commune level, to be multi-talented, multi-tasking, professional, and have the ability to gather.
Work must be handled with innovative thinking, standardized public service skills, ethics, responsibility, practical service capacity, meeting the expectations of national and local governance, especially the requirements of people and businesses.
Regarding solutions, according to the Minister of Home Affairs, first of all, localities must properly implement the policies of the Politburo , the Central Executive Committee, the Government, the Prime Minister and relevant ministries on reorganizing the apparatus; restructuring and improving the quality of the staff and civil servants in a practical and effective manner, to best meet requirements.
At the same time, localities focus on comprehensively reviewing the capacity of cadres and civil servants to perform public duties, especially for leaders of provincial and communal Party committees and authorities. This is a very basic requirement and is decisive for the quality of operations of two-level local authorities.
In addition, localities urgently and fully implement existing policies on the arrangement of affected cadres, civil servants and public employees. Raising the issue of doing a good job of ideological work, because currently a part of cadres and civil servants "have thoughts," the Minister shared and affirmed that when carrying out "a very large, very great revolution like this" there "must be sacrifices, losses, and disadvantages," so it is also necessary to "relieve" these thoughts, promote the spirit of dedication to the country, for the development of the country.
The Minister emphasized the need to "retain" capable people; at the same time, pay attention to building a team of cadres, civil servants and public employees, including a separate policy on attracting talented people to the public sector.
In addition, there are solutions to focus on training and fostering cadres and civil servants, especially at the commune level, cadres and civil servants in remote areas, ethnic minority areas, and women; pay attention to building a civil service culture, taking the effectiveness of serving the people as a measure to evaluate cadres and civil servants.
To meet the operational requirements of two-level local government, according to Minister Pham Thi Thanh Tra, the goal of two-level local government is to innovate national governance and local governance to build a government close to the people, serving the people better.
First of all, perfecting institutions and laws, recently, the National Assembly and the Government have focused on amending and supplementing many related laws to have sufficient legal tools and a tight corridor to facilitate implementation. "And up to this point, it shows that localities are also very ready," the Minister informed.
Regarding decentralization and delegation of power, the Minister said that this issue has been implemented very synchronously and drastically with the spirit of thorough decentralization and delegation of power, meeting the requirements of local decisions, local actions and local responsibility.
Minister Pham Thi Thanh Tra hopes to take advantage of and promote digital governance and modernize operations; increase people's participation in supervision. The Ministry of Home Affairs will accompany the implementation, and at the same time resolve and handle issues arising when the two-level local government comes into operation.

At the conference, many delegates affirmed that improving the quality of human resources is not only an urgent requirement but also a breakthrough driving force for development. Delegate Tran Thi Hong Thanh (Ninh Binh) said that the Government needs to pay attention and focus on implementing solutions to develop the labor market, create sustainable jobs and improve the quality of human resources. Because this is not only an urgent requirement, but also a breakthrough driving force for growth.
Delegates cited recent figures showing that the proportion of trained workers with certificates and diplomas is only about 28%, while the target set for 2025 is 30-35%. Notably, the unemployment rate among those with university and post-graduate degrees is higher than that of those with low qualifications, reflecting the mismatch between labor supply and demand, due to weak forecasting and an education and training system that is not close to reality.
Delegate Tran Thi Hong Thanh suggested that the Government implement the policies in the Law on Employment (amended) into life immediately after coming into effect; at the same time, focus on effectively implementing a number of solutions. Specifically: Strongly innovate the vocational education system associated with the labor market; develop a modern, transparent and interconnected labor market information system; promote sustainable employment policies, support the informal sector to transition to formality; focus on investing in developing high-quality human resources, digital human resources, innovative human resources, etc.
Also concerned about the human resource issue, delegate Pham Trong Nghia (Lang Son) suggested that the Government soon issue a Strategy or Target Program for human resource development and a National Vocational Skills Development Program so that human resources are truly a strategic breakthrough for the coming period, in sync with institutions and infrastructure./.
