Delegate Nguyen Truong Giang, Dak Nong National Assembly Delegation raised the issue that the budget expenditure for highereducation in 2012 was 19,271 billion VND, equivalent to 0.43% of GDP, accounting for 9.3% of education expenditure. By 2022, it will decrease to 10,000 billion VND, accounting for 0.11% of GDP and 3.4% of total education expenditure. While the world average is 18-20%, in Vietnam, the budget expenditure for higher education has decreased while the budget expenditure for education has been stable. What is the solution?
Delegate Dao Chi Nghia, Can Tho National Assembly Delegation, stated that the quality of university education has been focused on and promoted, especially the Government issued a decision on excellent training centers, artificial intelligence, semiconductors, and new energy. However, the Ministry of Education and Training has advised on how to resolve the need to invest in facilities and good teaching staff?
Answering the question of Delegate Nguyen Truong Giang, Minister Nguyen Kim Son said that the budget for higher education has decreased, the reason is that in the past 10 years, the trend of university autonomy has been strongly implemented. Some schools are partially autonomous, some schools are fully autonomous in regular spending, and some schools are autonomous in investment spending. Every time a school's autonomy plan is approved, the financial sector cuts off funding for regular spending. This has led to an increase in the number of autonomous schools over the past 10 years, while support from the State has gradually decreased. This is a reality that causes many difficulties for schools, especially in terms of developing the quality of education, teaching staff and facilities.
Regarding this issue, the Ministry of Education and Training (MOET) is coordinating with the Ministry of Finance to study adjustments. To ensure autonomy but still have major support from the State.
In response to the question of Delegate Dao Chi Nghia, the Minister of Education and Training said that in order to develop high-quality human resources in the field of technology and engineering, in recent years the Ministry has paid great attention to providing solutions to complete assigned tasks. This is something that both public and private universities share and participate in training.
For public universities, the Ministry has advised the Government to issue a plan to train human resources for the key technology sector with many proposed solutions such as developing universities, equipment, and attracting human resources.
In particular, schools must also proactively establish international partnerships, adjust training programs, improve enrollment measures, and ensure quality training, with new comprehensive solutions to meet the requirements of training high-quality human resources.
Currently, 13 universities have proactively developed programs and prepared staff to ensure assigned tasks in training human resources for key fields to serve the country's development in the coming time.
