National Assembly delegates offer advice on retaining talented people when restructuring the apparatus

According to National Assembly delegates, to retain talented people, cadres and civil servants with good professional capacity, it is necessary to harmoniously resolve groups of issues regarding remuneration, working environment, assessment, recognition and promotion opportunities.

On the morning of June 17, continuing the 9th Session, the National Assembly discussed in the hall the implementation of the socio- economic development plan and the state budget, the practice of thrift, anti-wastefulness and a number of other important contents.

Speaking at the discussion, delegate Hoang Duc Thang (Quang Tri delegation) acknowledged that the organization and apparatus of the political system to be streamlined and operate effectively and efficiently is a correct policy, meeting the development requirements of the country, however, this process also gives rise to undesirable impacts.

A number of good cadres and civil servants with high professional qualifications and good capacity have resigned or moved to the private sector. Alarmingly, many ethnic minority cadres at the grassroots level who were well-trained have resigned, causing a serious risk of imbalance in the cadre team.

“The loss of highly qualified and experienced human resources will make it difficult for the apparatus to achieve its goals in line with the reform orientation,” delegate Thang emphasized.

Delegates used the phrase “peacetime separations” to talk about the sacrifices of cadres and civil servants when forced to change their work locations due to administrative unit reorganization, especially for families of young cadres and civil servants in localities subject to merger.

“This is not only an immediate problem but also a long-term impact that needs to be fully recognized. Many families of officials and civil servants will have to live in a special situation, having to work far from home, living hundreds of kilometers apart, sending their children to grandparents or relatives to take care of, which not everyone has the conditions for. Boarding houses and public housing are waiting for them in the struggle for food, clothing, and money, and other disturbances and difficulties,” said the delegate.

According to the delegate, the above issues are no less than any sacrifice, and should be recognized and respected. The tension between public service responsibilities and family obligations makes it difficult for officials and civil servants to fully devote themselves to their work. Without timely, strong and synchronous measures, it will be difficult to complete the common work and there is a risk of being hurt and weakened from within.

From that reality, delegate Thang proposed a series of synchronous solutions. He said that in order to retain talented people and civil servants with good professional capacity, it is necessary to harmoniously resolve groups of issues regarding remuneration, working environment, evaluation, recognition and promotion opportunities.

In particular, the remuneration regime is the center, with the core being salary and benefits to ensure competitiveness with the private sector, especially for positions requiring high professional qualifications. Therefore, it is necessary to drastically reform the salary policy, supplement other welfare policies and bonuses based on work performance.

In addition, it is also necessary to build a professional working environment and promote innovation so that employees are evaluated and recognized for their talents and contributions in a worthy manner. It is necessary to reform and innovate the recruitment, promotion, appointment and use of staff, focusing on attracting young, highly qualified and creative human resources.

At the same time, build and implement a special contract mechanism that allows inviting experts to work in the public sector with flexible and competitive treatment; continue to decentralize and empower localities more strongly in leadership, management, recruitment, use and policies for cadres and civil servants.

Arrangement of cadres and civil servants must be based on quality and work efficiency.

During the process of merging administrative units, delegates noted that the evaluation and arrangement of cadres and civil servants must be harmonious, impartial, and objective, based on the quality and efficiency of actual work, not necessarily on the fact that cadres from above are better than those at the grassroots level, and are assigned to higher positions than those at the grassroots level. There must be policies to encourage capable and good cadres to continue working, especially ethnic minority cadres at the grassroots level.

Delegates recommended that the Government urgently issue timely policies and regimes to support and compensate for the disadvantages and difficulties of cadres, civil servants, public employees, and workers who have to work far from home, especially policies on housing, accommodation, and means of transportation. This policy should be unified nationwide, and should not be left to localities to resolve depending on conditions, which would cause difficulties and lack of fairness.

In addition, unify the model of arranging 2 offices to work locally for a necessary period of time so that the government is not far from the people, serving the people well, not overloading when concentrating on the new administrative center and solving difficulties for the majority of officials and civil servants who have to work away from home. At the same time, study the planning to build a new administrative center in convenient locations, creating new development space, balancing between regions and to best serve the people.

Delegate Nguyen Hoang Bao Tran (Binh Duong delegation) also stated that, in addition to restructuring the apparatus and streamlining the payroll, it is necessary to consider early reform to increase salaries for cadres, civil servants and public employees.

According to the delegate, after the reorganization, the scale of the provincial and communal levels will be larger, which means that work pressure will increase, many cadres, civil servants and public employees will have to work far from home, which will be more difficult. Therefore, there needs to be appropriate mechanisms and policies to support.

Concentrate resources and create maximum conditions to support commune-level authorities in completing their tasks.

Giving his opinion on the discussion, delegate Duong Van Phuoc (Quang Nam delegation) said that when implementing the 2-level local government organization model, the commune level will become the level to receive, process, and resolve administrative procedures and urgent requests of people and businesses.

If grassroots cadres and civil servants do not have full awareness and are not equipped with professional skills and public ethics, it can easily lead to a situation of being hot at the top and cold at the bottom, hindering the progressive policies of the Party and State.

Therefore, the Government should soon issue binding mechanisms to guide implementation so that commune-level authorities have a legal basis for implementation, creating conditions for people and businesses to access new policies.

The delegates also recommended that the Party and State pay special attention to commune-level authorities, focus resources, and invest heavily in grassroots authorities in terms of human resources, material resources, and mechanisms, policies, and laws to prioritize and create maximum conditions to support commune-level authorities in completing assigned tasks.

At the same time, create a favorable and professional working environment for communal-level cadres and civil servants to dedicate, mature, and make worthy contributions to the cause of innovation and national development in the era of national growth.

Sharing the same view, delegate Hoang Ngoc Dinh (Ha Giang delegation) also stated that streamlining the apparatus must go hand in hand with improving the quality of cadres, especially at the commune level, because if the district level is removed, the workload will be transferred to the commune level, while the commune level is currently shouldering over 1,000 state management tasks from population, justice, health, education, environment, national defense and security to religion and ethnicity.

The delegate emphasized the role of local officials, ethnic minorities, those who understand the customs, language and life of the people. This is the most effective mass mobilization force, the people closest to the people, so it will help policies come into life, and remove difficulties at the grassroots level.

“Therefore, it is necessary to review the functions and tasks of the commune level to make them clear, at the same time strengthen training and fostering of local officials, and have specific mechanisms on staffing, allowances, and working conditions so that the commune level can truly be an extension of the government to the people,” delegate Dinh suggested.
