On the morning of July 31, Vinh Phuc Provincial People's Council held the 17th Session (special session), the 17th Provincial People's Council to consider and decide on personnel work under the authority of the Provincial People's Council.

At the meeting, the delegates of the Provincial People's Council voted by secret ballot to elect Mr. Tran Duy Dong, Deputy Secretary of the Provincial Party Committee, as Chairman of the Provincial People's Committee. With 100% of the delegates present, Mr. Tran Duy Dong, Deputy Secretary of the Provincial Party Committee, was elected to hold the position of Chairman of the People's Committee of Vinh Phuc province, term XVII, 2021-2026.

Mr. Tran Duy Dong started working at the Ministry of Planning and Investment in 2002 as a specialist, Department of Industrial Parks - Export Processing Zones Management (now the Department of Economic Zones Management).

In 2014, Mr. Tran Duy Dong was appointed as Director of the Department of Economic Zone Management. In November 2018, he was appointed as Director of the Department of Local and Territorial Economy.

On October 2, 2020, the Prime Minister signed a decision to appoint Mr. Tran Duy Dong to hold the position of Deputy Minister of Planning and Investment.

On July 22, 2024, the Secretariat decided to transfer and appoint Mr. Tran Duy Dong to join the Provincial Party Executive Committee, the Provincial Party Standing Committee, and hold the position of Deputy Secretary of the Vinh Phuc Provincial Party Committee for the 2020-2025 term.

Immediately after being elected as Chairman of the Provincial People's Committee for the 2021-2026 term, Mr. Tran Duy Dong spoke and introduced himself at the meeting. Next, Chairman of the Provincial People's Committee Tran Duy Dong presented reports at the meeting on personnel work under his authority.
