(Dan Tri Newspaper) - Regarding the restructuring of the administrative apparatus, the Chairman of the National Assembly stated that 60-70% of the more than 10,000 communes must be merged, as decided by the Standing Committee of the National Assembly. The specific provinces to merge will be decided by the National Assembly.

This issue was raised by National Assembly Chairman Tran Thanh Man at the 43rd session of the National Assembly Standing Committee on the morning of March 11, when giving his opinion on the summary of the 9th extraordinary session of the 15th National Assembly.

Emphasizing that in just 6.5 working days, the National Assembly at its 9th extraordinary session made decisions on a huge volume of work, Mr. Man shared that some things seemed unlikely to succeed, but ultimately turned out to be incredibly successful.

Regarding the ongoing issue of administrative restructuring, the Chairman of the National Assembly stated that 60-70% of the more than 10,000 communes will be merged at the commune level. The Standing Committee of the National Assembly will decide on this matter based on the Government's submission.

"Recently, the National Assembly Standing Committee had to hold many meetings to reorganize over 1,000 communes. It is expected that they will have to hold meetings for another half a month outside of regular working hours," Mr. Mẫn said.

In addition, with the policy of abolishing the district level and merging provinces, the Chairman of the National Assembly noted that the workload is very large.

According to Mr. Man, the 9th session, scheduled to open in early May, could be the longest session, lasting about two months, including a planned three-week break.

At this session, the National Assembly will pass 11 bills and provide feedback on 16 bills, including amendments to the Constitution and related matters.

Emphasizing that the reorganization of administrative units is of particular concern, the Chairman of the National Assembly stated that the National Assembly will decide which provinces will be merged with which. As for the commune and district levels, the National Assembly Standing Committee will decide, but the district level will be abolished after the Constitution is amended.

The Speaker of the National Assembly also requested the Standing Committee of the National Assembly and the Government to closely follow Conclusions 126, 127, and 128 of the Politburo in their implementation.

Earlier, reporting on the results of the session, National Assembly Secretary General Le Quang Tung stated that the National Assembly had considered and passed 4 laws and 5 resolutions to implement the restructuring and organization of the State apparatus.

Accordingly, the National Assembly organized eight parliamentary bodies, including: the National Council; the Committee on Law and Justice; the Committee on Economy and Finance; the Committee on National Defense, Security and Foreign Affairs; the Committee on Culture and Society; the Committee on Science, Technology and Environment; the Committee on Representative Affairs; and the Committee on Citizen Petitions and Supervision.

The Standing Committee of the 15th National Assembly has 19 members, including: the Speaker of the National Assembly, 6 Deputy Speakers of the National Assembly, and 12 members.

The organizational structure of the Government during the 15th National Assembly term included 14 ministries and 3 ministerial-level agencies. The Government consisted of 25 members, including: the Prime Minister; 7 Deputy Prime Ministers; 14 Ministers; and 3 heads of ministerial-level agencies.

"Along with the reorganization of the apparatus, the laws passed by the National Assembly have introduced many innovations in amending and supplementing regulations to clearly define the authority of the National Assembly, the Government, and other agencies in the state apparatus; promoting decentralization and delegation of power," Mr. Tung emphasized.

According to the Secretary General of the National Assembly, based on the results of the restructuring of the state apparatus, the National Assembly elected Mr. Vu Hong Thanh and Mr. Le Minh Hoan as Vice Chairmen of the 15th National Assembly.

The National Assembly also approved the Prime Minister's proposal to appoint Mr. Mai Van Chinh and Mr. Nguyen Chi Dung as Deputy Prime Ministers for the 2021-2026 term.

At the same time, the National Assembly also elected 6 Chairpersons of National Assembly Committees; and approved the Prime Minister's proposal to appoint 4 ministers for the 2021-2026 term.

In addition, the National Assembly dismissed one member of the Standing Committee of the 15th National Assembly and approved the dismissal of two individuals from their ministerial positions for the 2021-2026 term to take on other assignments.

"Personnel work was conducted cautiously, in line with the Party's direction, with strict procedures and regulations, ensuring the principles of democratic centralism, openness, and transparency, and achieving high consensus and unity among National Assembly delegates," Mr. Tung emphasized.

He added that at the extraordinary session, the National Assembly also passed six resolutions stipulating a number of special and specific mechanisms and policies, as well as important and urgent issues aimed at removing bottlenecks and promoting sustainable socio-economic development.
