The book "Resolutely and persistently fighting against corruption and negativity, contributing to building our Party and State increasingly clean and strong" by General Secretary Nguyen Phu Trong is a scientific work with high theoretical generalization and profound practical summary of the fight against corruption and negativity in Vietnam in recent times.
The book demonstrates the spirit of consistency, steadfastness and creative development of Marxism-Leninism and Ho Chi Minh's thought on Party building, on preventing and combating corruption and negativity; thereby contributing to orienting and providing many valuable solutions in the fight against corruption and negativity in Vietnam in the coming time.
However, as soon as the book was released to readers, through the Internet, social networking platforms such as Facebook, Zalo, blogs, Telegram, Twitter, etc., hostile forces and political opportunists deliberately distorted and denied the meaning and value of the book in order to deny the results of Vietnam's fight against corruption and negativity. Therefore, identifying, fighting and refuting these false arguments to contribute to affirming the meaning and value of the General Secretary's book is an urgent task today.
The book by General Secretary Nguyen Phu Trong was introduced to readers on the occasion of the 93rd anniversary of the founding of the Communist Party of Vietnam and the 10th anniversary of the establishment of the Central Steering Committee on anti-corruption and anti-negativity. The book is divided into 3 parts, with 623 pages and nearly 100 photos. Part 1: "Some issues drawn from the practical fight against corruption and anti-negativity in Vietnam", includes an overview article by the General Secretary assessing the work of preventing and combating corruption and negativity in Vietnam since the establishment of the Central Steering Committee on anti-corruption (2013) to the present; the General Secretary's concluding remarks at the National Conferences on anti-corruption work and conclusions at the sessions and meetings of the Steering Committee and the Standing Committee of the Steering Committee. Part two: “Consistent with the motto: Preventing corruption and negativity from early on, from the beginning to the end, from the beginning to the end”, selects 22 typical articles by General Secretary Nguyen Phu Trong on Party building and rectification, emphasizing the degradation of political ideology, ethics, and lifestyle of cadres and Party members - the root, the root, the fundamental thing that needs to be prevented. Identify the plots and tricks of hostile forces and political opportunists who distort and deny the value of the book.
Recently, when agencies, localities and units organized seminars, discussions and disseminated the core contents of the General Secretary's book, many distorted and reactionary arguments appeared on social networks. These were not only opinions that distorted the truth but also fabricated and denied the value and meaning of the book "Resolutely and persistently fighting against corruption and negativity, contributing to building our Party and State increasingly clean and strong". Hostile forces and political opportunists blackened the truth about the publication of this book. They also spread arguments such as "the book has no meaning other than to deceive the masses"; "preventing and combating corruption and negativity in Vietnam is forever just a slogan and a formality"...
The purpose of hostile forces and political opportunists is not only to deny the theoretical and practical value of the book, but more deeply, they want to distort and deny the work of Party building and rectification, the fight against corruption and negativity of our Party in the past time; deny the contributions of the General Secretary; distort and deny the leadership of the Party in the work of preventing and combating corruption and negativity, causing confusion and wavering the people's trust in the fight against corruption and negativity conducted by our Party and State.
In addition, hostile forces and political opportunists also aim to create opposition, cause animosity, provoke, create conflicts and disagreements within Party and State agencies; hinder the spread of the book's influence and reputation in society; make people doubt the correctness, value and meaning of the book, leading to indifference, lack of interest, unwillingness to read the book, and falling into ideological, moral and lifestyle degradation. They believe that the more successful our fight against corruption and negativity is, the more their plots and tricks to sabotage our Party and State will fail. Therefore, in addition to the tricks to sabotage our Party and State that have been carried out in all aspects, from economics, politics, culture, society, to national defense, security, and foreign affairs, now, using the excuse of the General Secretary's book that has just been published to "follow suit", to "add fuel to the fire" in order to lower the prestige and position of the Party, the State and the prestige of the General Secretary; to defame the Party's policies and guidelines for fighting against corruption, of the Central Steering Committee on preventing and combating corruption and negativity; directly the system of viewpoints on preventing and combating corruption and negativity presented in this book. This is still the same old trick with new tricks to "feel good", satisfy their individualism and fanaticism.
Affirming the theoretical and practical value of the book
The book by General Secretary Nguyen Phu Trong has great theoretical and practical value for the work of Party building and rectification and the fight against corruption and negativity in our country, contributing to building an increasingly clean and strong Party and State, consolidating people's trust in the fight against corruption and negativity led by the Party.
In terms of theory: The book on preventing and combating corruption and negativity continues to affirm the correctness and scientific nature and enriches the theory of Marxism-Leninism and Ho Chi Minh's thought on Party building and rectification in general and preventing and combating corruption and negativity in particular in new conditions.
VI Lenin clearly saw that corruption and negativity were related to the “degeneration” of those in power and using power in the socialist political system in Russia. That was the abuse of power, the lack of self-cultivation and training of cadres and party members, and the lack of control and inspection. Immediately after the victory of the October Revolution in 1917, VI Lenin soon discovered that: “There are now three main enemies facing each person, regardless of what they do or what position they hold… the first enemy is communist arrogance; the second enemy is illiteracy; the third enemy is bribery”[1]. He frankly pointed out that inspection and examination would contribute to the fight “against bureaucracy, to expand democracy, to promote initiative, to detect, unmask and expel from the Party those who secretly infiltrated the Party”[2]. On the occasion of the Moscow Court's lenient sentence on a bribery case, VI Lenin wrote a letter to those responsible: "It is a shame for the communists to not shoot bribe-takers but to give them such lenient sentences"; "we must "shake up the people's courts and teach them to punish mercilessly, including by shooting... quickly those who abuse the new economic policy"[3]; "for communists, the punishment must be three times more severe than for non-party members"[4].
During his lifetime, President Ho Chi Minh attached special importance to preventing and combating embezzlement and corruption in the Party and the State. He considered them “dangerous diseases”, “internal invaders”, which not only caused economic damage, but also degraded political ideology, morality, and lifestyle; weakened the Party and State apparatus; and caused loss of trust among the masses. He pointed out the nature of embezzlement as the act of “stealing public property, one’s own property, or the people’s property”, “taking public property for private use”, “fraud, greed”, “disrespect for public property”. President Ho Chi Minh clearly identified that the subjects of embezzlement are not only cadres and civil servants - those holding certain positions and powers in the state apparatus, but also ordinary people, if “stealing public property, falsely declaring, and evading taxes” are also subjects of embezzlement. “From the cadres’ perspective, embezzlement is: Stealing public property for private use. Embezzling from the people. Embezzling from the army. Spending little but declaring much, taking advantage of the Government’s common property to create private funds for one’s own locality or unit, is also embezzlement. From the people’s perspective, embezzlement is: Stealing public property, falsely declaring, and evading taxes”[5]. He emphasized: It is a rather dangerous enemy because “it does not carry swords or guns, but it is in our organizations, to ruin our work” and whether intentional or not, it is “an ally of colonialism and feudalism. Because it delays our resistance and nation-building. It ruins the spirit of purity and the austerity of our cadres. It destroys our revolutionary ethics of diligence, thrift, integrity, and uprightness”[6]. According to him, “fighting embezzlement is a revolution”, “if embezzlement cases are discovered and investigated, the Party will discipline them harshly and the Government will punish them harshly”. People compare eradicating corruption to destroying leaf-pulling, flower-biting, and fruit-boring insects. Or if you want good rice, you must weed it thoroughly. Otherwise, even if you plow carefully and fertilize a lot, the rice will still be bad because the weeds will overwhelm it.
Inheriting the viewpoints of Marxism-Leninism and Ho Chi Minh's thought, in the book, the General Secretary clearly pointed out what corruption and negativity are? What are the harmful effects? The awareness of our Party and State on preventing and combating corruption and negativity? What have been achieved and what lessons have been learned from practice? In particular, what must be done and how to prevent and repel corruption and negativity in the coming time? The General Secretary also affirmed: "There must be a whip, a blow so that you cannot, dare not and do not want to be corrupt"; and "If anyone feels hindered or discouraged, then step aside and let someone else do it", "There are no forbidden areas, no exceptions, no matter who that person is", "Resolute, persistent, do not stop, do not rest"; although "It is painful, but it is impossible not to do it, there is no other way. All is for the common cause of the Party, the country, the people"; to make "The fight against corruption become a movement, an irreversible trend"; "Everyone likes wealth and money, but honor is the most sacred and noble thing",...
In practice: The book has affirmed that the results of preventing and combating corruption and negativity and the Party's leadership in the work of Party building, rectification and preventing and combating corruption and negativity are completely correct and appropriate.
The book helps domestic and foreign readers understand more correctly and fully the policies, guidelines and determination of our Party, State and General Secretary Nguyen Phu Trong in preventing and fighting against "internal invaders", thereby consolidating and strengthening the trust of cadres, party members and people in the determination of the Party and the General Secretary in this fierce battle. The book demonstrates the consistent and consistent thinking of the head of our Party on the work of fighting against corruption and negativity, building and rectifying the Party, and training the ethics and lifestyle of cadres and party members. The content of these instructions is drawn from rich and vivid practical experience, demonstrating the close, drastic, comprehensive and convincing direction of the General Secretary and Head of the Steering Committee, contributing to clarifying a new development in the Party's thinking on the work of preventing and fighting against corruption and negativity.
Theoretical studies, practical summaries, and profound lessons learned are a handbook for the entire Party, people, and army to continue the fight against corruption and negativity resolutely, persistently, arduously, and drastically, but it is inevitable. Fighting against corruption and negativity is one of the most practical and effective tasks to consolidate and enhance people's trust in the Party and State. This is an important task for the country and the people. The concerns, enthusiasm, determination, as well as the suggestions and directions of the General Secretary in the Book further vividly and clearly highlight the contents of the Conclusion Notice No. 12-KL/TW dated April 6, 2022 of the Politburo on "Continuing to strengthen the Party's leadership in the fight against corruption and negativity". That is, "closely linking the prevention and fight against corruption with the prevention and fight against negativity, focusing on the degradation of political ideology, ethics, and lifestyle among cadres, party members, civil servants, and public employees", "not only fighting against corruption in the economic field but more importantly, fighting against negativity in the fields of political ideology, ethics, and lifestyle". "Urgently review, supplement, and perfect the institution on controlling power in fields and activities that are prone to corruption and negativity; responsibility of leaders, accountability, ensuring democracy, publicity, and transparency; regulations and sanctions for party organizations, cadres, party members, civil servants, and public employees with degradation in political ideology, ethics, and lifestyle; mechanisms to protect and encourage people to reflect and denounce corrupt and negative cadres and party members"...
In the coming time, hostile forces will continue to spread reactionary arguments to deny and distort the results of the fight against corruption and negativity of our Party and State. Therefore, our entire Party, people and army need to clearly understand the value of the book, considering it a scientific basis to refute erroneous and hostile viewpoints. Under the leadership of the Party and the guidance of General Secretary Nguyen Phu Trong, Vietnam's work to prevent and combat corruption and negativity will achieve even more results in the coming time, contributing to building a clean and strong Party and State./.
