(LĐ online) - On the morning of May 31, under the chairmanship and direction of Mr. Pham Trieu - Chairman of the Provincial Vietnam Fatherland Front Committee, a social criticism conference on the Draft Resolution regulating tuition fees for public educational institutions for the 2023-2024 school year in Lam Dong province was held.

Also attending were representatives of member organizations of the Front, a team of experts, professionals, members of the Legal Policy Advisory Group, the Fatherland Front of districts and cities, representatives of the Social and Cultural Committee of the Provincial People's Council, the Department of Education and Training, and related departments, branches and units.
The social criticism conference is organized to listen to and collect broad opinions from the whole society and member organizations on this content, aiming to create consensus among the people, so that when issuing a resolution, it is close to reality, applicable to life, consistent with the Party's guidelines and the State's laws and policies, especially suitable for the conditions and situation of local socio-economic development.

The comments and discussions will be the basis for the Vietnam Fatherland Front to synthesize and submit to the upcoming 10th session of the Provincial People's Council for consideration and approval.
According to the draft resolution, tuition fees for preschool, primary, secondary, high school students and students studying at continuing education institutions in urban areas are 300,000 VND/student/month; in rural areas it is 100,000 VND/student/month, and for high school students in rural areas it is 200,000 VND/student/month; in ethnic minority and mountainous areas, tuition fees for preschool, primary and secondary school students are 50,000 VND/student/month, and for high school students it is 100,000 VND/student/month.

At the conference, the majority of delegates agreed that the issuance of the resolution is very necessary to ensure compliance with regulations and suitability with the current development stage of education. However, some delegates suggested that the resolution drafting agency pay attention to the subjects of tuition fees in each region and specific subjects for suitability. Typically, the subjects are children of people with disabilities, people in difficult circumstances, children of ethnic minorities... Some suggested that there should be many channels and many options for people to compare and give their opinions appropriately.
There are opinions suggesting adjusting tuition fees to be more appropriate because people have just experienced the Covid-19 pandemic, the economy is still very difficult, people's income is unstable, much lower than before, especially people who are self-employed, manual laborers. On the other hand, there are still students dropping out of school due to difficult circumstances, parents with low incomes, not enough to pay tuition fees..., it is proposed to keep the tuition fees the same as the 2022-2023 school year, proposing a tuition fee lower than the floor level as in Decree 81/2021/ND-CP of the Government. If tuition fees are stipulated as in the draft resolution, it will cause difficulties for local people. The subjects affected by the draft resolution between rural and urban areas are very large, this will have a strong impact on people's lives.
