Who gets priority?
The new directive of the Ministry of Construction focuses on clearly defining the priority subjects for renting public housing. Accordingly, cadres, civil servants, and public employees who are mobilized, rotated, or seconded from the central government to localities, or between localities, especially those holding positions of Deputy Director of Department or higher, or working in remote, border, and island areas, will be given priority for approval.
The prerequisite for being hired is not owning a house, not having bought or rented social housing in the locality where you work, or the average housing area per capita is lower than the minimum level as prescribed.
Housing development plan adapts to the new context
The Ministry of Construction requires localities to urgently review their plans for public housing development, ensuring that they are consistent with actual needs and the new context after the merger of administrative units. This plan must be consistent with the medium-term public investment plan for the 2026-2030 period, ensuring financial resources for the construction and maintenance of public housing funds.
The Ministry of Construction emphasizes the importance of complying with the processes and procedures for investing in the construction of public housing. For new construction projects, the Provincial People's Council will decide on the investment policy or authorize the People's Committee at the same level. The Chairman of the People's Committee will decide on the investment and appoint the project investor.
For projects to purchase commercial housing for official residence, the provincial housing management agency must report and submit to the Chairman of the Provincial People's Committee for approval.
Area and equipment standards need to be reasonable and economical.
The Ministry of Construction also requires that standards on area and interior equipment of official residences must comply with Decision 21/2024/QD-TTg of the Prime Minister, ensuring rationality and economy in the arrangement and use of resources.

In the context that many public housing areas may be redundant after administrative unit mergers, the Ministry of Construction encourages localities to review and convert the functions of these housing areas to other uses, such as social housing or resettlement housing to optimize resources and avoid waste.
To implement this direction, Lam Dong Provincial People's Committee has also issued a document requesting relevant departments, branches, agencies, localities and units according to their assigned functions, tasks, authorities and assigned areas of responsibility to be responsible for researching and guiding the implementation of policies on public housing after the reorganization of administrative units in order to effectively implement policies on public housing, ensure the rights of cadres, civil servants and public employees and contribute to the stability and development of the economy - society.
