Canada initiates anti-dumping investigation into steel strapping imported from Vietnam

On May 12, 2025, the Canada Border Services Agency (CBSA) initiated an anti-dumping investigation (ADI) on certain steel strapping products imported from countries, including Vietnam.

1. Case information

Products under investigation: Some steel strapping items under HS codes 7212.20, 7212.30, 7212.40, 7212.50, 7212.60, 7217.10, 7217.20, 7217.30, 7226.99, 7312.90 and 7326.20 (details see attached document);

Case code: SS 2025 IN;

Plaintiff: JEM Strapping Systems Inc.;

CBPG investigation period: April 1, 2024 to March 31, 2025;

Profitability Analysis Period: 01/01/2024 to 31/03/2025;

Export turnover: Based on data from Trademap, Vietnam's export turnover in the period 2022 - 2023 reached 7.8 million USD and 4.3 million USD respectively.

Statement of Reasons: CBSA will issue a Statement of Reasons within 15 days (expected by 27 May 2025) to provide further details of the investigation.

Request for Information: CBSA has sent a Request for Information to Vietnamese exporters to collect data for the investigation. The Request was received because CBSA determined that the business may be an exporter or manufacturer of the goods subject to the investigation. CBSA requested that the business provide detailed information on sales, costs and price structures related to shipments exported to Canada during the investigation period (April 1, 2024 to March 31, 2025). At the same time, CBSA also requested data on domestic sales and costs for similar goods during the profit analysis period (January 1, 2024 to March 31, 2025) to serve as a basis for determining "normal value".

CBSA also sent a Request for Information to the Government of Vietnam to investigate export monopoly in the steel industry under Section 20 of the Special Import Measures Act (SIMA).

The deadline for providing the above information is before 5:00 p.m. on June 18, 2025 (Canada time).

Preliminary Findings: The CBSA will issue a Preliminary Finding within 90 days of initiation (expected August 11, 2025) and may impose provisional duties during this period. Additionally, the Canadian International Trade Tribunal (CITT) will conduct an injury investigation into Canadian industry and issue a Preliminary Finding within 60 days of initiation (expected July 11, 2025). If the CITT determines there is no regulatory injury, the investigation will be terminated. The final decision is expected to be issued as early as October 10, 2025.

2. Recommendations

To effectively respond to the incident, the Department of Trade Defense recommends that Associations and enterprises producing and exporting related products do the following:

Closely monitor the next developments of the case; proactively research and master the regulations, procedures and processes of Canadian anti-dumping investigations and determine a suitable counter-suit strategy for the business;

Provide full disclosure and cooperate fully with the Canadian Investigative Agency throughout the course of the investigation. Any failure to cooperate or insufficient cooperation may result in Canada using available evidence against the company or imposing the highest alleged tax rate on the company;

Coordinate with the Department of Trade Remedies to respond to Requests for Information to the Government of Vietnam;

Regularly coordinate and update information with the Department of Trade Defense to receive timely support.
