Specifically, according to the plan, Lao Cai province strives for 90% of the population to have electronic health records by 2025 and the rate to reach 95% by 2030. The current results surpassing the planned milestone ahead of schedule have shown the determination of the health sector and the high consensus of the people in implementing electronic health records.

Electronic health records are an important digital tool that helps each citizen manage personal health information continuously and throughout their life. Through the Electronic Health Book application, data is directly connected to the Ministry of Health 's Personal Health Record System, allowing quick sharing of medical information to doctors or medical facilities when necessary.

This system helps doctors accurately grasp patient information for effective diagnosis and treatment, early detection of diseases, timely treatment, while reducing medical examination and treatment costs and improving the quality of health care for the whole population.
