Ho Chi Minh City People's Committee has just issued a Plan to implement Official Dispatch No. 34/CD-TTg dated April 10, 2025 of the Prime Minister on promoting tourism development, ensuring double-digit economic growth.

The plan was issued to achieve the goal that by 2030, tourism will truly become a spearhead economic sector, playing a role in promoting green economic development, contributing to socio-economic development and urban construction and development, raising community awareness; being professional, having a synchronous and modern technical infrastructure system; tourism products with high quality, diversity, brand, and imbued with traditional cultural identity. Ho Chi Minh City will become a leading tourism center in Southeast Asia, a classy, ​​attractive and highly competitive tourist destination not only domestically but also regionally and internationally.

To implement this Plan, the City proposes 4 specific tasks and solutions: Promoting tourism promotion, proactively implementing the Tourism Development Stimulus Program in 2025 and the following years; Diversifying and improving the quality of tourism products and services; Promoting digital transformation and green transformation in tourism development; Creating favorable conditions for tourists to access tourist destinations.

In particular, the City promotes tourism promotion, proactively implementing the Tourism Development Stimulus Program in 2025 and the following years by: strengthening forms of propaganda and promotion. Developing strategies and plans to promote local tourism destinations with a focus on tourism combined with local services that can be provided such as transportation, accommodation, food and beverage... in each period and every year to call for investment promotion.

Focus on promoting tourism products through 4.0 technology, at the same time, standardizing tourism promotion information, arranging tourism information booths... promoting digital transformation in tourism product advertising, organizing competitions to choose symbols and slogans for city tourism. Building professional, eye-catching publications in many languages, specialized publications (cultural - spiritual tourism, history - culture, ecology...).

Continue to implement the Smart Tourism Development Project in Ho Chi Minh City for the period 2020-2025, with a vision to 2030, in which tourists are the center of the development of the smart tourism system, improving the experience of tourists when coming to the City, thereby attracting tourists to return, improving the effectiveness of tourism stimulus work.

Develop smart tourism application software, enhance information via phone messaging system, integrate tourism service information according to current regulations of the Government and the Ministry of Science and Technology . Promote research and development of tourism e-commerce platforms, creating favorable conditions for tourists to book services online.

The city also improves the effectiveness of research and market promotion activities in a professional and modern manner; builds a database system on the tourism market. Enhances the level and quality of existing periodic events of the city's tourism. Coordinates with units to organize annual periodic events, aiming to develop Ho Chi Minh City into a destination for events.

Along with that, organize tourism promotion of the City to foreign markets in many forms. Organize large-scale tourism stimulus programs to attract domestic and foreign visitors to Ho Chi Minh City, increase the length of stay and spending of tourists.

The city also develops green tourism according to the principles of sustainable development, paying special attention to preserving and protecting resources and the environment. Developing quality, diverse, unique tourism products with added value and enhancing the experience for tourists. Focusing on developing accommodation facilities, entertainment facilities, shopping facilities, high-end, large-scale complex resorts in areas driving tourism development to create brands and destinations for the tourism industry; investing in road, waterway and railway infrastructure connecting to tourist clusters, tourist areas, areas driving tourism development, national tourist areas and areas with potential for tourism development.

The city is constantly promoting digital transformation and green transformation in tourism development, establishing software to manage tourist areas, destinations, accommodation establishments, travel agencies, digitizing relics, operating smart tourism information portals. Promoting digital transformation in the tourism industry, applying technology... and developing the city's tourism on modern technology platforms, contributing to creating smart spaces, developing and promoting diverse types of services for tourism development in a professional, high-quality, branded and highly competitive direction, ensuring growth and closely linking to ensuring the interests of the people in the process of tourism development.

Promote propaganda on civilized tourism behavior in tourist areas and destinations to ensure security and order, environmental sanitation, food safety, price posting and selling at the right price, preventing stalking and fraud of tourists; promote inspection and control of tourism service quality and the environment of tourist destinations; handle violations to create a synchronous, safe, civilized and friendly tourism environment.

Strengthen destination management, control capacity at tourist sites and protect the tourism environment. Establish and publicize a multilingual hotline to receive and handle tourist feedback, promptly inspect, detect, prevent and strictly handle violations of the law in the tourism sector.

The City also assigned the Department of Tourism, Department of Finance, Department of Industry and Trade, Department of Agriculture and Environment, Department of Construction, Department of Culture and Sports, Department of Science and Technology, Department of Health, Department of Food Safety, City Police, City Border Guard, People's Committees at all levels and City Tourism Association to implement this Plan. Periodically summarize and report the implementation results according to assigned functions and tasks (before December 1 every year) to the Department of Tourism for synthesis and reporting to the City People's Committee according to regulations./.
