Unlike the urgent progress in Ba Ria - Vung Tau, the two packages No. 40 and 41 on the Dong Nai coast are facing many difficulties. Although the ground has been cleared, sand has been pumped and test piles have been drilled at some locations, the foundation work is still slow due to the scarcity of sand for filling. Up to now, the output has only reached about 1%.
