Da Lat: Consulting and dialogue on insurance policies with 250 businesses

Mr. Nguyen Van Son - Vice Chairman of Da Lat City People's Committee delivered the opening speech at the conference.

Attending the conference were the Steering Committee for implementing social insurance, health insurance and unemployment insurance policies of the city; representatives of the provincial Social Insurance, the provincial Labor Federation and 250 units and enterprises in the city.

Speaking at the opening of the conference, Mr. Nguyen Van Son - Vice Chairman of Da Lat City People's Committee said: "The conference aims to disseminate policies and laws on labor, social insurance, health insurance, unemployment insurance; regulations on rights and obligations to participate in social insurance, health insurance, unemployment insurance for employees and sanctions applied to violations. Thereby, contributing to raising awareness of law compliance of units as well as ensuring full rights for employees. Gradually expanding the coverage of social insurance, health insurance, towards the goal of social insurance, health insurance for all people in the city is the task of the entire political system and an important socio-economic target assigned by the Provincial People's Committee.

In 2024, Da Lat city will complete the assigned targets on social insurance, health insurance, and unemployment insurance; the rate of late payment of social insurance, health insurance, and unemployment insurance is always controlled; the health insurance fund is strictly managed and used effectively. The number of people participating in voluntary social insurance is 43,640 people (reaching 30.45%). The number of people participating in unemployment insurance is 39,740 people (reaching 27.73%). The number of people participating in health insurance is 224,903 people (reaching 95.14%).

Social insurance, health insurance and unemployment insurance policies have been effectively implemented, replacing or partially compensating workers' income when their income is reduced or lost, thereby contributing to ensuring social security in the city.

Conference delegates

The conference aims to disseminate policies and laws on labor, some new points of the Social Insurance Law No. 41/2024/QH15, the Health Insurance Law No. 51/2024/QH15 amending and supplementing a number of articles of the Health Insurance Law; regulations on rights and obligations to participate in social insurance, health insurance, and unemployment insurance for employees; sanctions applied to violations; gradually and steadily expand the coverage of social insurance and health insurance towards the goal of social insurance and health insurance for all people in the city.

The important content of the conference is to organize a business dialogue. Disseminate regulations on contributors, contribution levels, contribution methods, responsibilities of employers and employees to participate in compulsory social insurance and health insurance; benefits and rights of units, businesses and employees when participating in and paying compulsory social insurance and health insurance.

Disseminate legal provisions on prohibited violations in the field of social insurance and health insurance according to the provisions of the Penal Code (Articles 214, 215, 216). Disseminate some points and legal provisions on Trade Unions, labor, wages, labor contracts, and responsibilities for concluding labor contracts. Notify each unit of the number of employees currently employed but not yet registered to participate in and pay compulsory social insurance and health insurance to request and guide the unit to register to participate in and pay compulsory social insurance and health insurance in accordance with regulations.

Thoroughly grasp and inform the units that if after 10 days from the date of attending the conference, the units intentionally do not participate in compulsory social insurance and health insurance, specialized inspections will be conducted or recommendations will be made to competent authorities to inspect and check the implementation of policies and laws on social insurance and health insurance, handle violations, and request remediation of consequences of violations.
