On May 23, to ensure security, safety and smooth traffic, serving the State Funeral of Comrade Tran Duc Luong, former Politburo member and former President, Hanoi City Police announced traffic diversion and directions for vehicles temporarily banned and restricted.

Specifically, from 6:00 a.m. on May 24 to 8:00 a.m. on May 25, all vehicles (except vehicles with security badges and vehicles serving the National Funeral) will be strictly prohibited on the following streets: Tang Bat Ho, Pham Dinh Ho, Nguyen Cong Tru (from Tran Thanh Tong to Lo Duc), YecXanh, Tran Thanh Tong, Nguyen Huy Tu, Le Quy Don (from Nguyen Cao to YecXanh), Nguyen Cao (from Lo Duc to Le Quy Don), Han Thuyen, Hang Chuoi (from Han Thuyen to Nguyen Cong Tru).

From 6:00 a.m. on May 24 to 9:00 a.m. on May 25, restricting cargo vehicles with a cargo weight of 500 kg or more, passenger vehicles with 25 seats or more (except buses, garbage collection vehicles, incident response vehicles, vehicles with security badges, vehicles serving the National Funeral) on some routes such as Ly Thuong Kiet, Tran Hung Dao, Hai Ba Trung, Le Thanh Tong, Lo Duc, Nguyen Cong Tru (section from Lo Duc to Pho Hue ), Tran Khanh Du, Nguyen Khoi embankment, embankment 401, Ngo Thi Nham.

In addition, from 6:00 a.m. to 10:30 a.m. on May 25, all types of vehicles will be restricted or temporarily banned from circulating on Le Thanh Tong Street, the area of ​​August Revolution Square, Trang Tien, Hang Khay, Trang Thi, Dien Bien Phu (from Cua Nam intersection to Nguyen Tri Phuong - Dien Bien Phu), Tran Phu, Kim Ma, Van Bao, Van Phuc, Lieu Giai (from Lieu Giai - Phan Ke Binh to Lieu Giai - Nguyen Chi Thanh), Dao Tan, Buoi, Ring Road 2, Vo Chi Cong, Nhat Tan Bridge, Vo Nguyen Giap, around the area of ​​Noi Bai International Airport Complex, Vo Van Kiet (from Vo Van Kiet - National Highway 2 to Vo Van Kiet - Vo Nguyen Giap).

Along with that, other vehicles and routes must comply with regulations on the operation of vehicles in Hanoi (Issued under Decision No. 06/2013/QD - UBND dated January 25, 2013 of Hanoi People's Committee), Decision No. 24/2020/QD - UBND dated October 2, 2020 amending and supplementing a number of articles of regulations on the operation of vehicles in Hanoi and other regulatory documents of competent authorities.

To ensure security, order and traffic safety for the National Funeral, Hanoi City Police require vehicle owners and drivers to voluntarily comply with the Law on Road Traffic Order and Safety and the guidance, regulation and traffic flow of the authorities.

We request that agencies, organizations and people from localities attending the memorial service for former President Tran Duc Luong travel by personal vehicles to park their cars and motorbikes at parking lots on Ly Thuong Kiet, Hai Ba Trung, Tran Quang Khai, Tran Khanh Du streets and parking lots outside the restricted and temporarily prohibited areas.

In particular, during the National Funeral, Hanoi City Police announced traffic diversion and organized directions for restricted and temporarily banned vehicles traveling from National Highway 5 to the southern provinces via Thanh Tri Bridge, Ring Road 3, Hanoi and Ninh Binh Expressways to the provinces.

Vehicles from National Highway 5 to the northern provinces pass through Dong Tru Bridge, follow National Highway 2, National Highway 3 or Hanoi - Thai Nguyen Expressway to the provinces and vice versa.

From 6:30 to 10:30 on May 25, vehicles from the southern provinces to the northern provinces will go to Phap Van, Ring Road 3 above, move through Thang Long Bridge, Thanh Tri Bridge to the provinces and vice versa.

Hanoi City Police requested that public transport management units and people proactively adjust routes and limit travel on Vo Chi Cong Street, Nhat Tan Bridge, Vo Nguyen Giap Street and the Noi Bai International Airport Complex area.

Previously, to ensure security and order and necessary conditions for the State Funeral of comrade Tran Duc Luong, the Chairman of the Hanoi People's Committee directed the Department of Construction to coordinate with the City Police to deploy traffic diversion and routes to ensure security and order; coordinate with Hai Ba Trung, Hoan Kiem, and Ba Dinh districts to not organize vehicle parking spots on sidewalks, roadsides in the funeral home area, private homes, and on the funeral procession route.

The Chairman of the Hanoi People's Committee requested the City Police to preside over and coordinate with the Capital High Command to proactively contact functional units of the Ministry of Public Security, the Ministry of National Defense and relevant agencies and units to develop and deploy plans to ensure security, order and traffic safety.

The Department of Culture and Sports shall preside over and proactively contact functional units of the Ministry of Culture, Sports and Tourism and relevant units to implement the suspension of entertainment activities during the days of the National Funeral.
