One of the important issues mentioned by Prime Minister Pham Minh Chinh at the group discussion session on the morning of May 23 on the socio -economic situation was the policy of practicing thrift and fighting waste.
According to the Prime Minister , many projects have been stagnant for many years, through many terms, due to inappropriate policies. For example, in the wind and solar power sector, due to previous inappropriate policies, a large number of projects were built without proper planning and procedures. He said the Government had to issue a resolution to handle this, in the spirit of harmonizing benefits and sharing risks.
Meanwhile, according to statistics from localities, there are currently about 2,200 backlogged projects. If this can be resolved, the Prime Minister said, about 235 billion USD, equivalent to 50% of GDP, can be released.
"We are developing a handling policy and submitting it to competent authorities for consideration, with the spirit of not legalizing violations," said the Prime Minister, adding that "anyone who does wrong must be punished, and inappropriate institutions need to be removed."
According to him, when the situation changes, the policy mechanism must change. This is a "disease", and if there is an illness, it must be treated, operated on, and the pain must be endured, so it will not be possible to recover 100%.
"We must accept pain and loss and consider them as tuition fees to resolve the issue once and for all, and put resources into development," said the Prime Minister.
Speaking at the group, Ms. Lo Thi Luyen (Dien Bien province delegate) shared voters' concerns about the facilities and working offices of the commune apparatus after the arrangement and reorganization of the local government into 2 levels. According to her, when arranging the commune level, the number of civil servants here will increase, while the scale of the working offices will be small. "Voters hope that the Government will pay attention and ensure the facilities to meet the needs of civil servants to perform their duties," she said.
Sharing the same view, Mr. Thach Phuoc Binh, Deputy Head of the delegation of Tra Vinh province, pointed out the current situation of surplus land and houses after the rearrangement. He cited government statistics, as of December 26, 2024, there were still over 65,000 facilities nationwide that had not been approved, rearranged, or re-arranged. This, according to him, caused a waste of land resources.
He recommended that the Government soon issue a separate decree on handling public assets after administrative unit reorganization, and set a deadline for final handling of the matter at 6 months after the merger. The deputy head of the Tra Vinh delegation also suggested increasing decentralization for local authorities, synchronizing data on public land owners... to effectively reuse these land and housing facilities.
Responding to delegates, Prime Minister Pham Minh Chinh noted the use of redundant office premises when arranging the organizational apparatus with the spirit of not letting waste happen.
Speaking further about the two-level local government organization model, the Prime Minister said that the most important thing is to change the state from passive to proactive in receiving and resolving requests from people and businesses.
He emphasized the need to reduce administrative procedures, eliminate the request-grant mechanism to "not waste time and opportunities" and create development space, facilitating favorable connections. Accordingly, instead of pre-inspection and licensing, local authorities need to switch to post-inspection. Along with that, authorities at all levels should promote decentralization and delegation of authority in conjunction with resource allocation.
"We keep talking about decentralization and delegation of power, but if we don't allocate resources, how can we do it? The National Assembly decentralizes and delegates power to the Government, and the Government then allocates it to ministries, branches, and localities. We shouldn't keep resources because if we don't want to do anything, we have to ask for them," the Prime Minister shared.
