"If goods do not pay tax , there will be no invoice"

When asking for a purchase invoice, the other end of the line said that if you want to buy a phone with an invoice, you need to go to retail stores like Thegioididong , Cellphones... "I only sell products that guarantee quality but have better prices than other retail stores. Hand-carried goods that don't pay tax don't have invoices," said this seller.
“No invoice” is also the answer of another store selling “hand-carried” goods in Hai Duong City. This store sells many items, from functional foods, household appliances to electronics. According to the sales staff here, most of the goods are from Japan, some items are made in China, sold in Japan. This store will collect products from Japan, then sell them in Hai Duong. Most of the products here only have a single piece of paper with a few numbers, showing the selling price in Vietnamese Dong, and no other information.

The product descriptions are all in foreign languages. Some of the products are not even known to the sales staff, so they have to use photo translation software to roughly translate them for the buyer. To prove the origin of the products, some stores selling hand-carried goods often show customers invoices when buying from abroad. However, the store mentioned above does not even have this invoice.
In addition to specific sales addresses, there are many accounts on social networks selling "hand-carried" goods with many different designs and prices. Business account owners often introduce going directly abroad to get goods or have relatives abroad send goods to Vietnam so there is no tax, the price is "softer" than imported goods distributed by businesses...
Must do business according to the law
The sale of "hand-carried" goods is considered legal if the goods meet the following conditions: have been cleared through customs according to the procedures for luggage of people entering and exiting the country, as stipulated in Article 59 of Decree 08/2015/ND-CP; ensure the correct quantity and type of goods when carrying out customs procedures; the goods are not on the list of prohibited or temporarily suspended imports according to the provisions of law; the goods have invoices and accompanying documents and comply with the provisions of law on invoice management. In the case of selling "hand-carried" goods without invoices and accompanying documents as prescribed, without carrying out customs procedures... it is determined to be selling smuggled goods. Some serious cases may be prosecuted for smuggling or tax evasion.
Pursuant to Article 7, Decree No. 43/2017/ND-CP dated July 14, 2017 of the Government on product labels, goods imported into Vietnam whose labels do not show or do not show enough mandatory content in Vietnamese must have a supplementary label showing mandatory content in Vietnamese and keep the original label of the goods.

Recently, the Provincial Market Management Department (Department of Industry and Trade) has inspected and handled many cases of trading in smuggled goods of unknown origin.
