Long An Power Company's Command Committee for Disaster Prevention, Control and Search and Rescue at the drill
The drill was built on a realistic hypothetical situation: A storm with wind force of level 9-10 made landfall in Ho Chi Minh City, Long An, and Tien Giang , causing serious impacts on the power grid.
In particular, in the districts of Duc Hue, Duc Hoa, Can Giuoc, Can Duoc, Ben Luc, many electrical works were severely damaged such as 5 broken medium voltage poles, nearly 250m of broken wire, lightning striking and discharging porcelain in 3 locations, many SCADA control cards damaged at the 110kV transformer station, and fire in fiber optic cable boxes causing loss of internal telecommunications.
Immediately after the storm, the PCTT&TKCN Long An Command Board quickly deployed to inspect the damage and organize the recovery in the spirit of the "4 on-site" motto combined with the mobilization of power companies in region 2, a total of 47 personnel and many specialized equipment: Cranes, chainsaws, pumps, grounding poles, more than 1,000m of power cables, BTLT poles, vertical porcelain and RTU cards ( microprocessor to control and collect data ), SCADA for incident handling. The drill was divided into specific stages such as from transmitting telegrams warning of distant storms, deploying response to nearby storms, organizing grid isolation, to handling emergency situations and restoring grid operations.
In particular, the mobilization and coordination of forces from units in the area were carried out methodically, according to the scenario, ensuring absolute safety. Representatives of the support force also signed the minutes of handover of human resources and materials according to regulations.
Summary, evaluation and lessons learned after the rehearsal
In the meeting to summarize experiences after the drill, Deputy Head of the PCTT&TKCN Command Board, Deputy Director of PC Long An - Nguyen Huy Phuong emphasized that the drill is not only about implementing the proposed response plan but also an opportunity for units to practice in a number of specific situations to evaluate and gain experience in order to respond effectively when natural disasters actually occur. This is a very necessary preparation step to avoid being passive when natural disasters occur to ensure safe and continuous power supply, serving people and developing the local socio- economy .
Through the exercise, the preparation of materials and equipment, coordination, command and control between units were assessed; and the response capacity of the shock force in emergency situations caused by natural disasters was tested. Although the exercise was successful, there are still some points that need to be learned to further improve the plan, operational procedures and coordination to ensure quick recovery.
At the end of the exercise, all participating members held a meeting to summarize and draw lessons in order to handle situations that arise in practice in a timely and flexible manner. The lessons learned in the exercise helped the units draw lessons, propose solutions, evaluate and propose the best plans to quickly overcome the consequences of natural disasters, promptly supply electricity to customers, improve the reliability of electricity supply, and ensure absolute safety for people./.
