The Government announced a roadmap for handling facilities that do not meet fire prevention and fighting requirements.

No later than January 1, 2026, the Provincial People's Committee shall complete the classification, establishment and publication of a list of facilities that do not meet fire prevention and fighting requirements.

Decree 105/2025/ND-CP stipulates that by January 1, 2026 at the latest, the Provincial People's Committee shall complete the classification, establishment and publication of a list of facilities that do not meet fire prevention and fighting requirements as prescribed and are unable to remedy them according to technical standards and regulations at the time of putting them into operation before the Law on Fire Prevention and Fighting and Rescue takes effect in the area under their management.

By July 1, 2028 at the latest, the facilities on the list announced by the provincial People's Committees mentioned above must complete the prescribed contents. For facilities that cannot apply the corresponding technical solutions issued by specialized construction management ministries, after July 1, 2028, they must convert their functions in accordance with the scale and nature of the facility's operations.

By July 1, 2026 at the latest, the ministries managing specialized construction works according to the provisions of the law on construction shall be responsible for presiding over and coordinating with the Ministry of Public Security to implement the regulations (regulations on fire prevention and fighting means and equipment and technical solutions to improve fire prevention and fighting safety for works that do not meet fire prevention and fighting requirements under their management authority).

Decree 105/2025/ND-CP also stipulates the responsibilities, roadmap for equipping and connecting fire alarm transmission equipment to the Fire Prevention, Rescue, and Fire Alarm Transmission Database system.

The People's Committee of a centrally-run city is responsible for ensuring funding for the equipment of fire alarm transmission equipment connected to the Fire Prevention, Rescue, and Fire Alarm Transmission Database system for houses in centrally-run cities in areas that do not have adequate traffic infrastructure or water sources for fire fighting, according to the prescribed roadmap.

By July 1, 2027 at the latest, the People's Committee of the centrally-run city must complete the equipment and connection of fire alarm transmission equipment to the Fire Prevention, Rescue, and Fire Alarm Transmission Database system for houses in the centrally-run city according to regulations...

The Decree takes effect from July 1, 2025.
