Ho Chi Minh City prepares steps to end district-level activities

On May 23, the Ho Chi Minh City People's Committee issued a plan to end the district-level operating model and handle issues related to building a two-level local government organization model.

The People's Committee of Ho Chi Minh City assigned the People's Committees of Thu Duc City, districts and towns to develop a report assessing the performance of the district-level model according to the Law on Organization of Local Government. At the same time, organize a conference to summarize, evaluate and commend collectives and individuals with many positive contributions.

Localities develop personnel plans for the Party Executive Committee at the commune level after the rearrangement, and plan to assign the Standing Committee, Executive Committee and positions according to regulations. At the same time, develop plans to arrange cadres, civil servants and public employees in the direction of being assigned to new wards and communes and plans to deal with non-professional workers; plans for the arrangement and renaming of neighborhoods and hamlets according to the Project on the arrangement of administrative units (ADUs) at the commune level.

Along with that, advise on ending the activities of district-level administrative units and establishing new commune-level administrative units; direct the review and inventory of headquarters, assets, vehicles, and surplus equipment after the arrangement, and have a plan for their use... Coordinate the implementation of tasks related to ending the activities of district-level administrative units, ensuring progress and content.

The People's Committee at the commune level coordinates and reports on the preliminary assessment of the results of implementing the regulations on the organization and operation of residential areas and hamlets; updates and compiles statistics on residential areas and hamlets, lists of people participating in residential area and hamlet activities, and hands them over in writing to the People's Committee at the district level to develop a plan for the arrangement and renaming of residential areas and hamlets.

In addition, make statistics on headquarters, assets, vehicles, and surplus equipment after the arrangement; use plan, report to the District People's Committee; advise and prepare content related to resolving policies and regimes for part-time workers at the commune level according to regulations (if any)...

The above tasks aim to evaluate the performance of the district-level model according to the Law on Organization of Local Government until the end of operation (expected on July 1, 2025). Through the evaluation of the performance of the district-level model, it is necessary to study, propose, and recommend appropriate solutions to build a 2-level local government organization model. At the same time, promptly recognize, commend, and reward collectives and individuals who have made many positive contributions during their time working at the Thu Duc City People's Committee and districts when the district-level administrative unit ends its operation...
