Instructions for arranging and handling assets when arranging administrative units

According to the instructions, the agencies and units formed after the merger are responsible for arranging the use of assets according to standards and norms for the use of public assets; implementing the management and use of public assets according to the provisions of law, ensuring savings and efficiency.

At the same time, identify surplus assets (no longer needed according to the new organizational structure) or those that must be handled according to legal regulations on management and use of public assets to prepare a dossier requesting handling, report to the competent authority or person for consideration and decision on handling according to regulations; do not let them be left vacant, unused, used for the wrong purpose, or used ineffectively, causing waste and loss...

In case of change of superior management agency (primary school, kindergarten, secondary school, health station, vocational education center, continuing education center, agricultural service center, cultural and information center, etc.), units under the departments shall conduct inventory, make a list of assets, tools and equipment according to the form of the Department of Finance, and send it to the superior management agency for synthesis and reporting according to regulations.

For units under the People's Committee at the district level, carry out inventory, make a list of assets, tools and equipment according to the form of the Department of Finance, send to the Department of Finance - Planning for synthesis and reporting according to regulations.

In case of termination of operations and transfer of functions and tasks, the agency or unit receiving the tasks shall inherit the right to manage and use the assets of the agency or unit terminating operations and shall be responsible for managing and handling the assets in a similar manner to merger cases.

In case the agency or unit receiving the task does not have a need to receive the asset, it shall hand over the asset to the direct superior management agency (if any) or the agency or unit assigned by the Provincial People's Committee to receive and handle the asset when arranging the organizational structure to prepare a record for handling the asset according to the provisions of law.

Other cases shall comply with the guidance of the Ministry of Finance in Official Dispatch No. 2454/BTC-QLCS dated February 28, 2025, Official Dispatch No. 4891/BTC-QLCS dated April 15, 2025, Official Dispatch No. 6606/BTC-QLCS dated May 15, 2025.
