Vietnam Bank for Social Policies surveys trust activities in Duc Trong

(LĐ online) - On May 23, the Vietnam Bank for Social Policies (VBSP) conducted a survey on trust activities at the VBSP Transaction Office in Duc Trong District. The survey team, led by Mr. Le Ngoc Khanh - Permanent Deputy Director of the VBSP, aimed to assess the current situation and propose solutions suitable for the two-level local government organization model being implemented.

The survey was attended by leaders of the Lam Dong Provincial Bank for Social Policies Branch, Duc Trong Transaction Office, representatives of Representative Boards and a number of savings and loan groups in communes and towns.

The survey focuses on assessing the suitability of proposed amendments related to trust activities, difficulties and advantages in transaction activities in the commune.

Mr. Le Ngoc Khanh - Permanent Deputy Director of Vietnam Bank for Social Policies, chaired the conference.

The delegation also reviewed the implementation of post-merger handover work at the provincial and communal levels and the lack of organization at the district level; assessed the suitability and difficulties in converting savings and loan group members' deposit accounts to payment accounts and revised the content of the authorization for the Savings and Loan Group Management Board.

Reporting to the survey team, the leader of the Transaction Office of the People's Credit Fund of Duc Trong district said that as of April 30, 2025, this locality had 60 commune-level socio- political organizations receiving trust, along with 261 savings and loan groups. The network of the Transaction Office includes the head office and 15 transaction points in communes and towns, ensuring wide coverage to serve the people.

Most of the contents mentioned by the survey team received high consensus and agreement from the District Social Policy Bank Representative Board, savings and loan groups in communes, villages, and residential groups. However, regarding the content of implementing e-banking and not using cash in loan transactions, interest payments, and principal payments, some savings and loan groups expressed concerns.

Because the members of the VBSP are mainly poor households, near-poor households, ethnic minorities with difficult economic conditions, many households do not have smartphones. This will cause great difficulty when conducting electronic transactions.

Also at the conference, a number of recommendations were made, such as: Extending the time for checking new loans: After arranging the new administrative unit, it is proposed to extend the time for checking 100% of new loans from 30 days to 60 days. This will create more favorable conditions for commune-level socio-political organization officials to perform their tasks in a larger area.

After restructuring the apparatus of the political system and commune-level administrative units, it is proposed to maintain the operation of savings and loan groups and continue to maintain the current network of transaction points of the Social Policy Bank to serve the people conveniently; at the same time, maintain the current operation of the Social Policy Bank Transaction Office to be in charge of and manage policy credit activities, ensuring that policy credit capital reaches beneficiaries in a timely manner.

Through this survey, the working group will synthesize opinions and recommendations to submit to the Vietnam Bank for Social Policies, thereby proposing the most appropriate policies for the two-level local government organization model being implemented, ensuring that policy credit activities continue to be effective and provide maximum support to people in difficulty.
