It is known that on April 4, 2025, the Provincial People's Council issued Resolution No. 20/2025/NQ-HDND stipulating the principles, scope, support levels and use of funds to support the protection of rice-growing land in Quang Tri province. In particular, the scope of support is localities producing rice for specialized rice-growing land; remaining rice-growing land (except for upland rice land that is spontaneously expanded without planning or land use plans for rice cultivation) and specialized rice-growing land in rice-growing planning areas with high productivity and quality.

Households, individuals and organizations are assigned, leased or granted land for stable rice production by competent authorities and directly participate in production. Provincial specialized agencies are assigned the task of assessing physical and chemical properties; building agrochemical soil maps of specialized rice-growing areas every 5 years; building demonstration models on the application of new scientific and technical advances in rice production (new varieties, production processes, new technologies) as a basis for transfer to localities for replication and support in purchasing copyrights for protected rice varieties.

In particular, the support rate uses 90% of the central budget support in Clause 1, Article 14 of Decree No. 112/2024/ND-CP to support districts, towns and cities to protect rice-growing land at the rate of 1.35 million VND/ha/year for specialized rice-growing land; 675 thousand VND/ha/year for the remaining rice-growing land (except for upland rice land that is spontaneously expanded without following the planning and land use plan for rice-growing land) and an additional support of 1.35 million VND/ha/year for specialized rice-growing land in the rice-growing planning area with high productivity and quality.

Use 10% of the central budget support in Clause 1, Article 14 of Decree No. 112/2024/ND-CP and revenue from payment for the State to supplement the lost area of specialized rice-growing land or increase the efficiency of using rice-growing land when converting from specialized rice-growing land to non- agricultural purposes as prescribed in Clause 1, Article 12 of Decree No. 112/2024/ND-CP to arrange for specialized agencies to perform tasks.
