Assigning the agency in charge of drafting 2 draft laws

Kinhtedothi - Deputy Prime Minister Le Thanh Long signed Decision No. 1372/QD-TTg dated November 13, 2024 assigning the drafting agency and deadline for submitting revised and supplemented draft laws to the 2025 Law and Ordinance Development Program.

According to the assignment, the Ministry of National Defense will take the lead in drafting the Law on State of Emergency, and the Ministry of Science and Technology will take the lead in drafting the Law on Science, Technology and Innovation.

The Deputy Prime Minister requested that the above two draft laws be submitted to the Government in February 2025 and to the National Assembly Standing Committee in March 2025.

Ministers and heads of ministerial-level agencies shall preside over the drafting of draft laws to be adjusted and supplemented to the 2025 Law and Ordinance Development Program; directly direct the development of draft laws in accordance with the order and procedures prescribed in the Law on Promulgation of Legal Documents; conduct a full review of relevant documents to detect and handle differences between provisions in current legal documents and documents expected to be promulgated; organize the collection of opinions from agencies, organizations and individuals, especially the collection of opinions from subjects directly affected by the documents; in the process of developing draft laws, ensure proper and full compliance with Regulation No. 178-QD/TW dated June 27, 2024 of the Politburo on controlling power, preventing and combating corruption and negative practices in law-making; strictly implement the solutions assigned in the Government's Resolutions; Complete the draft law dossier and submit it to the Government within the time limit and progress assigned according to this Decision and be responsible for the content and quality of the draft law.

The Ministry of Justice is responsible for timely and timely appraisal and improving appraisal quality; presiding over and coordinating with the Government Office to strengthen the monitoring and urging of the implementation of the Law and Ordinance Development Program and reporting to the Government on the progress of implementation as prescribed.
