On the morning of July 30, Prime Minister Pham Minh Chinh chaired a conference to disseminate and implement a number of laws and resolutions of the 15th National Assembly . This is the first conference and a new approach of the Government and the National Assembly Standing Committee in implementing laws and resolutions of the National Assembly.

The conference was organized by the Government in coordination with the National Assembly Standing Committee online at the Government Headquarters and online with 63 provinces and centrally-run cities.

Attending the conference were Deputy Prime Ministers Le Minh Khai, Tran Hong Ha, Le Thanh Long; Vice Chairman of the National Assembly Nguyen Khac Dinh; leaders of ministries, central agencies, National Assembly Committees and provinces and centrally run cities.

The conference heard the main contents, new points and the situation of preparation, implementation and enforcement of Resolution No. 129/2024/QH15 of the National Assembly on the Law and Ordinance Development Program in 2025, adjusting the Law and Ordinance Development Program in 2024; Regulation No. 178-QD/TW dated June 27, 2024 of the Central Executive Committee on controlling power, preventing and combating corruption and negativity in law-making work; Land Law, Housing Law, Real Estate Business Law, Law on Credit Institutions, Road Law, Law on Road Traffic Order and Safety, Law on Social Insurance, Law on the Capital, etc.

After listening to the opinions and concluding the conference, Prime Minister Pham Minh Chinh emphasized that building and perfecting institutions is one of the three strategic breakthroughs and major policies of the Party. Appropriate institutions will create development momentum, while inappropriate institutions will hinder development.

The 13th National Party Congress emphasized the orientation of continuing to strongly innovate thinking, build and synchronously perfect institutions for sustainable development in economics, politics, culture, society, environment, etc.; promptly remove difficulties and obstacles; unleash all potentials and resources, creating new momentum for rapid and sustainable development.

Institutions must go ahead to pave the way for development breakthroughs, maximize potential and creativity, and meet the needs of promoting industrialization, modernization and international integration.

The Prime Minister outlined the "5 creations" of institutions for the rapid and sustainable development of the country: Creating a legal basis to create and develop the capacity of subjects, promoting the proper role of each subject; Creating mechanisms and policies to mobilize and allocate all resources; Harmoniously regulating development benefits among subjects; Creating a healthy, equal, transparent, suitable and effective "playing field" for subjects in each field; Creating a suitable legal framework for highly effective international integration, ensuring national and ethnic interests; Creating an effective operating and control mechanism, overcoming and preventing risks and negative effects.

The Prime Minister analyzed the achievements and shortcomings, limitations, causes, and lessons learned, clearly stating the process of developing and promulgating legal documents through many levels, slowing down the progress of promulgation and implementation; the work of organizing law enforcement is still a weak link; the backlog of detailed regulations and implementation instructions is still quite common; the work of reviewing, systematizing and codifying has not been strongly implemented; the work of disseminating, propagating and educating the law has not had breakthrough solutions and is not highly effective; the team of cadres and civil servants working on law development has not been strengthened to meet the requirements of the task; the mechanism of assignment and coordination between agencies in developing and organizing law enforcement is not synchronous, sometimes scattered, and in some places localized.

The Prime Minister emphasized that the implementation of laws and resolutions passed by the National Assembly requires great concentration, effort, determination of agencies and more drastic and focused actions. Clearly assign people, tasks, time, results, responsibilities, and products, then inspect and urge, then carry out emulation, reward, and handle shortcomings in a coherent, clear, fair, and democratic manner.

The Prime Minister also noted the implementation of "5 accelerations": Accelerating the progress of improving the quality of law-making according to the set schedule. Accelerating the removal of difficulties and obstacles from practice to research, supplement and perfect the law-making process. Accelerating the work of reviewing, systematizing and codifying. Accelerating the mechanism of decentralization and delegation of powers in a reasonable, appropriate, feasible but effective manner in the coordination between agencies in the political system as well as in the construction and organization of law enforcement. Accelerating the work of propaganda, dissemination and education of attractive and coherent laws so that people know, understand, do and respond.

Implementing the law methodically and effectively

The Prime Minister emphasized a number of key tasks to focus on effectively implementing law enforcement in the coming time, clearly stating that it is necessary to continue to thoroughly grasp the Party's guidelines and policies set out in the 13th National Congress Documents, the Central Committee's resolutions and conclusions, especially Resolution No. 27-NQ/TW on continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period, Regulation No. 178-QD/TW dated June 27, 2024 of the Politburo on controlling power, preventing and combating corruption and negativity in law-making work; Closely linking law-making with law enforcement, perfecting the mechanism for organizing strict and consistent law enforcement, ensuring respect for the Constitution and law, meeting the requirements of rapid and sustainable national development.

Closely follow the specific requirements and tasks for implementation of each law and resolution passed; promptly submit to the Prime Minister for promulgation of Plans for implementing laws and resolutions of the National Assembly; allocate resources and prepare conditions to meet task requirements.

Strictly comply with the Law on Promulgation of Legal Documents, promptly develop, promulgate and submit for promulgation 121 documents detailing the laws and resolutions passed at the 7th Session to promptly take effect together with the laws and resolutions. New policies and regulations take effect earlier than the general effect of the law.

Strengthen the dissemination, popularization and introduction of policies, contents of laws, resolutions and detailed regulations and implementation instructions so that agencies, organizations, people and businesses can correctly and fully understand the regulations.

Tighten discipline, promote the responsibility of leaders, promote the initiative of civil servants, combined with strengthening supervision and inspection to prevent, detect, promptly stop and resolutely handle acts of corruption and negativity in law enforcement; overcome the situation of pushing, avoiding, and lacking responsibility among a number of cadres and civil servants.

Proactively review and handle arising problems and shortcomings, especially those related to administrative procedures, ensuring close connection between the review and recommendation for handling problems and shortcomings in legal documents and the review and recommendation for handling inappropriate administrative procedures that cause inconvenience and increase compliance costs for people and businesses.

The Prime Minister requested that provinces and cities proactively issue plans to implement laws and resolutions in their localities; focus on reviewing, researching, preparing necessary conditions and organizing the implementation of assigned powers and tasks, especially new tasks added in laws, resolutions, mechanisms, and pilot and specific policies applied locally.

Proactively handle in accordance with the law any issues arising locally during the implementation of laws and resolutions; promptly report and propose solutions to any problems so that competent authorities can synthesize, consider, handle and study amendments and supplements to regulations if necessary.

People's Councils at all levels shall study and organize conferences or appropriate methods to disseminate and implement laws and resolutions, focusing on the contents, tasks and powers assigned to local authorities for implementation.

Regarding improving the effectiveness of coordination in organizing and implementing law enforcement, the Prime Minister suggested that the National Assembly Committees and National Assembly Deputies continue to closely coordinate with the Government, ministries and branches; if they have already coordinated closely, they should coordinate even more closely, along with strengthening supervision activities.

Conference Overview

The Prime Minister requested that the Central Committee of the Vietnam Fatherland Front and its member organizations participate in the development and contribution of opinions to the development and promulgation of legal documents; participate in disseminating and educating the people about the law in appropriate forms; mobilize people of all walks of life to implement laws and resolutions; and strengthen social supervision and criticism activities.

The Supreme People's Court and the Supreme People's Procuracy continue to closely and promptly coordinate with Government agencies in implementing the Law and Ordinance Development Program; organizing law enforcement; and disseminating law through prosecution, trial and execution activities.

Emphasizing the spirit of the rule of law, with the goal of promoting the building and perfecting of a socialist rule-of-law state, innovating the law enforcement mechanism, closely linking law-making with law enforcement according to Resolution No. 27 of the Central Committee, the Prime Minister hopes and believes that the issues discussed at the conference will be valuable lessons and experiences; the remaining problems in the implementation of laws and resolutions will have appropriate solutions, thereby making the implementation of laws increasingly professional, methodical, effective and efficient, contributing significantly to the rapid and sustainable development of the socio-economy.
