The goal is for over 80% of Party branches to use the electronic Party member handbook software.

Comrade Ma The Hong, Member of the Standing Committee of the Provincial Party Committee, Head of the Provincial Party Committee's Organization Department, and Secretary of the Party Committee of the Provincial Agencies and Enterprises Bloc, chaired the meeting.

Attending the meeting were leaders from the Provincial Party Committee's Organization Department, the Organization Departments of district and city Party Committees, and Party Committees directly under the Provincial Party Committee; and leaders from Viettel Tuyen Quang.

Comrade Ma The Hong, Head of the Provincial Party Committee's Organization Department, delivered a speech at the meeting.

By May 25th, the entire province had installed the Party member handbook on 48,597 out of 57,597 members, reaching 84% of all Party members in the province. Based on the target (excluding Party members who do not use smartphones), the installation rate reached 104%.

The coordinated implementation ensured synchronization, achieving the set goals and requirements; Party committees at all levels paid attention to directing the progress of account registration and installation. Party members demonstrated a high level of political awareness regarding digital transformation, as evidenced by the fact that many Party members who were not included in the target group still participated in the installation.

At the meeting, delegates provided feedback on the results of the implementation and use of the Tuyen Quang Provincial Electronic Party Handbook software; and discussed solutions for future implementation and use of the software. The feedback indicated that implementation in most party committees has largely been limited to downloading the software and registering accounts, with few party branches actually registering their branch meeting schedules on the software.

Party branches with elderly members, and those in mountainous areas, face many difficulties in accessing and applying technology and software. Supporting party members according to delegated authority still faces some challenges that require assistance.

Concluding the meeting, Comrade Ma The Hong, Head of the Provincial Party Committee's Organization Department, acknowledged the efforts of Party committees at all levels throughout the province in organizing and implementing the application of the electronic Party member handbook software.

The comrade emphasized that currently, the implementation of the software is still limited to installation and account registration. Therefore, there is still much work to be done in the future to put the software into use. For effective implementation, the most important factor is the awareness of the leaders of the Party branches and committees. Therefore, the comrade requested that the leaders of the Party branches and committees need to raise their sense of responsibility in leadership and guidance, and quickly grasp the requirements of the software.

The comrade suggested that Viettel Tuyen Quang coordinate with districts and cities to clearly identify the necessary content for organizing training for Party branches; receive feedback from Party committees and Party members at the grassroots level to further improve the software with the goal of making it as simple and easy to use as possible; and provide solutions to support the internet system at cultural centers in villages and residential areas.

The Party Organization Committees of district and city Party Committees, and Party Committees directly under the Provincial Party Committee, regularly inspect, supervise, and direct Party branches and committees to implement the plan and directives of the Provincial Party Standing Committee in accordance with the plan; and promptly address any obstacles encountered during the implementation process. The goal is to strive for over 80% of Party branches in the entire province to implement the electronic Party member handbook in their branch meetings by 2024.
