On the morning of August 22nd, the Standing Committee of the Yen Mo District Party Committee held a conference to review the pilot implementation of the "Electronic Party Member Handbook" application within the district's Party organization.
Comrade To Van Tu, Member of the Standing Committee of the Provincial Party Committee and Head of the Provincial Party Committee's Organization Department, attended the conference. Also present were leaders from several relevant departments, agencies, and units; and leaders of Yen Mo district.
In order to promote administrative reform, apply information technology, innovate, and improve the quality and effectiveness of Party building work, the Standing Committee of the Provincial Party Committee has agreed on the policy of implementing the "Electronic Party Member Handbook," and assigned the Provincial Party Committee's Organization Department to take the lead and coordinate with the Provincial Party Committee Office, the Department of Information and Communications, and relevant agencies to develop a pilot implementation plan in the Yen Mo District Party Committee to gain experience for implementation throughout the province.
As the unit trusted and selected by the Provincial Party Standing Committee to pilot the application of the "Electronic Party Member Handbook," the Yen Mo District Party Standing Committee has demonstrated high political responsibility to the Provincial Party Standing Committee, focusing on leading and directing the pilot implementation in a serious, active, systematic, and detailed manner, with clear assignment of responsibilities to ensure progress and effectiveness.
After nearly a year of pilot implementation, as of August 15, 2023, 7,881 Party members in the entire district had used the application (accounting for 97% of the total number of Party members in the district); 96% of Party members had installed and logged in their accounts, reaching 90% of the total number of Party members in the district. The Party members who had not yet logged in included those with accounts but without smartphones, elderly and infirm Party members exempted from Party activities, and Party members working far from the Party branch and unable to contact or guide them. According to statistics, on average, over 20,000 Party members accessed the "Electronic Party Member Handbook" application each month; 5,413 Party members used their accounts to log in monthly.
The initial results of the pilot implementation of the "Electronic Party Member Handbook" have contributed to raising awareness and responsibility, creating consensus and high appreciation among Party committees, organizations, and cadres and Party members, in order to promote the implementation of digital transformation, administrative reform, and the application of information technology in Party work, contributing positively to socio-economic development, ensuring national defense and security, and building the Party and political system at all levels in the district.
During the conference, delegates focused on clarifying the achievements, identifying shortcomings and limitations, and outlining directions and tasks for the future.

Delivering a guiding speech at the conference, on behalf of the Provincial Party Standing Committee, Comrade To Van Tu, Head of the Provincial Party Organization Department, acknowledged, highly appreciated, and commended the results and achievements that the Standing Committee of the Yen Mo District Party Committee, the Party committees and organizations under the Yen Mo District Party Committee, and Viettel Ninh Binh have achieved through their efforts, responsibility, and overcoming difficulties in the past period.
The results of the pilot implementation in the Yen Mo District Party Committee will be valuable experience, serving as a basis for reporting to the Provincial Party Standing Committee for consideration and guidance on the implementation of the "Electronic Party Member Handbook" throughout the entire Provincial Party Committee.
To further improve the quality and effectiveness of the "Electronic Party Member Handbook" application in the future, the Head of the Provincial Party Committee's Organization Department requested the Standing Committee of the Yen Mo District Party Committee to continue to pay attention to directing the effective implementation of propaganda work, raising awareness and responsibility of Party committees, organizations, and cadres and Party members regarding digital transformation, administrative reform, and the application of information technology. This is an inevitable objective trend that requires Party committees, organizations, and each cadre and Party member to access and apply it to practical work. At the same time, focus on leading and directing the acceleration of the implementation of the "Electronic Party Member Handbook" application in the district, ensuring seriousness, responsibility, quality, and practical effectiveness.
The comrade also requested Viettel Ninh Binh to continue to closely coordinate with the Yen Mo District Party Committee and relevant agencies to research and develop specific technical solutions to promptly overcome limitations and difficulties encountered during the pilot implementation, especially supporting the installation of internet (wifi) networks at village and neighborhood cultural centers, providing smartphones to Party members who currently do not have phones or smartphones, and offering discounted 4G data packages for Party members; while also continuing to improve the software's functions to ensure ease of understanding, operation, and practical effectiveness in implementation.
The Head of the Provincial Party Committee's Organization Department also stated: Based on the situation and results of the pilot implementation over the past period, the Provincial Party Committee's Organization Department will advise extending the pilot implementation period until the end of 2023 to have more basis for evaluating the effectiveness of the application. Therefore, after this conference, the Provincial Party Committee's Organization Department will coordinate with relevant agencies to compile a report and propose recommendations to the Provincial Party Standing Committee for consideration and direction on the specific implementation of the "Electronic Party Member Handbook" application in the coming time.
