Summary of the pilot implementation of the application of the Electronic Party Member Handbook at the Yen Mo District Party Committee

On the morning of August 22, the Standing Committee of Yen Mo District Party Committee held a conference to review the pilot implementation of the application of "Electronic Party Member Handbook" at the District Party Committee.

Comrade To Van Tu, member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee attended the conference. Also attending were leaders of a number of relevant departments, branches, and units; and leaders of Yen Mo district.

In order to promote administrative reform, apply information technology, innovate, improve the quality and effectiveness of Party building work, the Provincial Party Standing Committee has agreed on the policy of implementing the application of "Electronic Party Member Handbook", and at the same time assigned the Provincial Party Committee's Organizing Committee to preside over and coordinate with the Provincial Party Committee Office, the Department of Information and Communications, and relevant agencies to develop a pilot implementation plan at the Yen Mo District Party Committee to gain experience for implementation throughout the province.

As a unit trusted and selected by the Provincial Party Committee Standing Committee to pilot the application of "Electronic Party Member Handbook", the Yen Mo District Party Committee Standing Committee has upheld its political responsibility before the Provincial Party Committee Standing Committee, focused on leading and directing the implementation of the pilot seriously, actively, methodically, with a detailed plan, clearly assigning people, tasks, and responsibilities to ensure progress and effectiveness.

After nearly 1 year of pilot implementation, by August 15, 2023, the entire district had 7,881 party members implementing the application (accounting for 97% of the total number of party members of the entire district party committee); 96% of party members have installed and logged in to their accounts, reaching 90% of the total number of party members of the entire district party committee. The number of party members who have not logged in to their accounts are party members who have accounts but do not have smartphones, party members who are elderly and in poor health and are exempted from activities, and party members who work far away from the party cell and cannot be contacted or guided. According to statistics, on average, each month, over 20,000 party members access the "Electronic Party Member Handbook" application; 5,413 party members use their accounts to log in every month.

The initial results of the pilot implementation of the application of "Electronic Party Member Handbook" have contributed to raising awareness and responsibility, creating consensus and appreciation of Party committees, Party organizations, cadres and Party members, in order to promote the implementation of digital transformation tasks, administrative reform, application of information technology in Party work activities, actively contributing to socio -economic development, ensuring national defense and security, Party building and political system at all levels in the district.

Discussing at the conference, delegates focused on clarifying the results achieved, pointing out the shortcomings and limitations and proposing directions and tasks for the coming time.

Speaking at the conference, on behalf of the Provincial Party Committee Standing Committee, Comrade To Van Tu, Head of the Provincial Party Committee's Organization Committee, acknowledged, highly appreciated and commended the results and achievements that the District Party Committee Standing Committee, Party committees and party organizations under Yen Mo District Party Committee and Viettel Ninh Binh have made efforts, responsibilities and overcome difficulties to achieve in the past time.

The results of the pilot implementation in Yen Mo District Party Committee will be valuable experience, serving as a basis and basis for reporting to the Provincial Party Committee Standing Committee for consideration and direction of implementing the application of "Electronic Party Member Handbook" throughout the Provincial Party Committee.

To further improve the quality and effectiveness of the implementation of the "Electronic Party Member Handbook" application in the coming time, the Head of the Provincial Party Committee's Organization Committee requested the Standing Committee of Yen Mo District Party Committee to continue to pay attention to directing the implementation of propaganda work, raising awareness and responsibility of Party committees, Party organizations and cadres and Party members on digital transformation, administrative reform and application of information technology. This is an inevitable and objective trend, requiring Party committees, Party organizations and each cadre and Party member to approach and apply it in practical work. At the same time, focus on leading and directing the promotion of the implementation of the "Electronic Party Member Handbook" application in the district to ensure seriousness, responsibility, quality and practical effectiveness.

He also requested Viettel Ninh Binh to continue to closely coordinate with Yen Mo District Party Committee and relevant agencies to research and have specific technical solutions to promptly overcome limitations and difficulties through practical pilot implementation, especially supporting the installation of internet (wifi) at cultural houses of villages, hamlets, and residential groups, supporting the provision of smartphones for party members who currently do not have a phone or do not have a smartphone, reducing the price of 4G data network packages for party members; at the same time, continue to perfect the software's functions to ensure ease of understanding, ease of use and practical effectiveness in implementation.

The Head of the Provincial Party Committee's Organizing Committee also said: Based on the situation and results of the pilot implementation in the recent past, the Provincial Party Committee's Organizing Committee will advise on extending the pilot implementation period until the end of 2023 to have more basis to evaluate the effectiveness of the application. Therefore, after this conference, the Provincial Party Committee's Organizing Committee will coordinate with relevant agencies to synthesize, report proposals, and advise the Provincial Party Committee's Standing Committee to consider and direct the implementation of the application of the "Electronic Party Member Handbook" specifically in the coming time.
