Training on the application of the Electronic Party Member Handbook throughout the Party

On the morning of October 29, in Hanoi, the Central Party Office coordinated with the Central Organizing Committee to organize a training conference on the application of the Electronic Party Member Handbook for delegates working on Party building and cadres in charge of digital transformation of Party committees directly under the Central Party Committee, Provincial Party Committees, City Party Committees; Party committees of grassroots Party organizations, grassroots Party committees, grassroots Party cells and comrades assigned with the task of digital transformation at Party organizations.

The conference was held online to party organizations nationwide.

Speaking at the opening of the Conference, Comrade Dao Van Thanh, Deputy Director of the Department of Digital Transformation - Cipher, Central Party Office, stated: On July 10, 2025, the Secretariat issued Regulation No. 339-QD/TW on the use of the Electronic Party Member Handbook application - a system deployed uniformly throughout the Party, applicable to all official and probationary Party members and Party committees and Party cells. This is the first application to be popularized to all Party members, marking an important step forward in the Party's digital transformation work.

Regulation No. 339-QD/TW clearly defines the goal of building a unified digital environment for managing, exchanging information and serving Party activities; stipulates the responsibilities of Party committees, Party organizations and Party members in using the application; and at the same time requires ensuring the safety and security of information and data of the Party and Party members.

Pursuant to Regulation No. 339-QD/TW, the Party Central Office and the Central Organizing Committee coordinated with the Military Industry-Telecoms Group ( Viettel ) to complete the development of application software. On that basis, the Party Central Office issued Plan No. 168-KH/VPTW dated August 21, 2025 on deploying the application of the electronic Party Member Handbook in two phases:

Phase 1 was piloted at 4 Party Committees including the Party Committees of the Central Party Agencies, Dong Thap Party Committee, Lang Son Party Committee and Thai Nguyen Party Committee, from August 25, 2025 to October 15, 2025. The pilot results showed that the application operated stably and effectively, providing practical support for Party cells and Party members in activities, updating information, and managing Party members, contributing to improving the quality of Party building work. On that basis, the Central Party Office and the Central Organizing Committee coordinated with Viettel to complete the system, ready for nationwide deployment.

Phase 2 will be expanded to the entire Party after completing the software, guidance documents and implementation process.

Comrade Dao Van Thanh emphasized that the training conference aimed to help delegates grasp the content, features and how to use the Electronic Party Member Handbook application; thereby becoming the core force to guide and support the implementation at the Party cells and grassroots Party committees; at the same time, he asked delegates to study seriously, proactively exchange and discuss to grasp the profession, ensuring the implementation achieves the highest results.

Putting the electronic Party Member Handbook into widespread use is an important step in concretizing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; contributing to innovating the Party's leadership method, improving the effectiveness of Party organizations, promoting the role, responsibility, pioneering and exemplary role of Party members in the digital transformation process of the Party and the country.

At the Conference, delegates were instructed on how to manage, use and exploit the application "Electronic Party Member Handbook", and at the same time discussed and answered questions related to the application.

Instructions for logging into the electronic party member handbook system introduce the first login process for party members in 2 ways: Log in with Account and Password using personal identification number (Citizen ID); log in with VneID (party members need to declare information on the Party member database 3.0 to create an account to use on the electronic party member handbook system.

According to the instructions, party members can log in on the web with their Citizen ID; log in for the first time on the web with their Citizen ID - no phone number/already have a phone number; log in on the web with VneID; install the STDV application on the IOS operating system; install the STDV application on the ANDROID operating system; log in on the app with their Citizen ID; log in for the first time on the app with their Citizen ID - no phone number/already have a phone number; log in on the app with VneID...

The electronic party member handbook system is a digital platform for Party organization activities, helping Party members easily access information and study materials, participate in Party cell activities and contribute ideas, contributing to improving the effectiveness of Party work and promoting digital transformation in the Party.

For Party committees, the System supports the management, operation and supervision of Party members' activities effectively, quickly and transparently. For Party members, the System provides documents and essential tools for studying and Party activities conveniently and flexibly.
