Training on the application of the Electronic Party Member Handbook throughout the Party

On the morning of October 29, in Hanoi, the Central Party Office coordinated with the Central Organizing Committee to organize a training conference on the application of the Electronic Party Member Handbook for delegates working on Party building and cadres in charge of digital transformation of Party committees directly under the Central Party Committee, Provincial Party Committees, City Party Committees; Party committees of grassroots Party organizations, grassroots Party committees, grassroots Party cells and comrades assigned with the task of digital transformation at Party organizations.

The conference was held online, connecting to party organizations across the country.

In his opening remarks at the conference, Comrade Dao Van Thanh, Deputy Director of the Digital Transformation and Cryptography Department, Central Party Office, stated: On July 10, 2025, the Party Central Secretariat issued Regulation No. 339-QĐ/TW on the use of the Electronic Party Member Handbook application – a system uniformly implemented throughout the Party, applicable to all full and probationary Party members and Party committees and branches at all levels. This is the first application to be widely disseminated to all Party members, marking an important step forward in the Party's digital transformation efforts.

Regulation No. 339-QD/TW clearly defines the objective of building a unified digital environment for managing and exchanging information and serving Party activities; stipulates the responsibilities of Party committees, Party organizations, and Party members in using applications; and requires ensuring the safety and security of Party information and data.

In accordance with Regulation No. 339-QD/TW, the Central Party Office, in coordination with the Central Organization Department and the Military Telecommunications and Industry Group ( Viettel ), completed the development of the application software. Based on this, the Central Party Office issued Plan No. 168-KH/VPTW dated August 21, 2025, on the implementation of the electronic Party member handbook application in two phases:

Phase 1 was piloted in four Party committees: the Party Committee of the Central Party Agencies, the Dong Thap Party Committee, the Lang Son Party Committee, and the Thai Nguyen Party Committee, from August 25, 2025 to October 15, 2025. The pilot results showed that the application operated stably and effectively, providing practical support to Party branches and members in their activities, updating information, and managing Party members, contributing to improving the quality of Party building work. Based on this, the Central Party Office and the Central Organization Department collaborated with Viettel to finalize the system, ready for nationwide deployment.

Phase 2 involves expanding implementation to the entire Party after the software, guidance documents, and implementation procedures are finalized.

Comrade Dao Van Thanh emphasized that the training conference aims to help delegates grasp the content, features, and usage of the electronic Party Member Handbook application; thereby becoming a core force to guide and support its implementation at grassroots Party branches and committees. He also urged delegates to study seriously, proactively exchange ideas, and discuss to ensure a firm grasp of the procedures and achieve the best possible results in implementation.

The widespread implementation of the electronic Party Member Handbook is an important step in concretizing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation; contributing to the renewal of the Party's leadership methods, improving the effectiveness of Party organizations, and promoting the role, responsibility, pioneering spirit, and exemplary conduct of Party members in the digital transformation process of the Party and the country.

At the conference, delegates were guided on managing, using, and exploiting the "Electronic Party Member Handbook" application, and also exchanged and answered questions related to the application.

The guide to logging into the electronic Party member handbook system introduces the first-time login process for Party members in two ways: Logging in using a Username and Password with a personal identification number (Citizen ID); logging in using VneID (Party members need to declare information on the Party Member Database 3.0 to create an account for use on the electronic Party member handbook system).

According to the instructions, party members can log in via the website using their Citizen Identity Card; log in for the first time via the website using their Citizen Identity Card - without a phone number/already have a phone number; log in via the website using VneID; install the STDV application on the iOS operating system; install the STDV application on the Android operating system; log in via the app using their Citizen Identity Card; log in for the first time via the app using their Citizen Identity Card - without a phone number/already have a phone number; log in via the app using VneID…

The electronic Party member handbook system is a platform for digitizing the activities of Party organizations, helping Party members easily access information and study materials, participate in branch meetings, and contribute opinions, thereby improving the effectiveness of Party work and promoting digital transformation within the Party.

For Party committees, the system supports the management, operation, and supervision of Party members' activities effectively, quickly, and transparently. For Party members, the system provides essential materials and tools for convenient and flexible Party study and activities.
