Speaking at the opening of the conference, Provincial Party Secretary Le Ngoc Quang emphasized that this conference is very important to discuss and determine key tasks and solutions for socio-economic development, land construction work and many other important contents; at the same time, it is an opportunity for the Provincial Party Committee to continue to unify ideology, enhance political responsibility, promote collective intelligence, and propose policies and decisions suitable to new development requirements.

At the conference, delegates discussed the key tasks of socio-economic development in the last 6 months of 2025; solutions for budget management; key tasks of land use planning; inspection, supervision (KT, GS) and Party discipline in the last 6 months of 2025; contributed opinions to the draft Political Report of the Provincial Party Congress for the 2025 - 2030 term; the implementation of digital transformation, application of science and technology in the area in the past time and tasks in the coming time; preparation, research, establishment and adjustment of plans, especially the planning of Quang Tri province; solutions to accelerate the disbursement of public investment capital, especially key projects that are still stuck.

Delegates also focused on analyzing many measures to respond to natural disasters in 2025; the progress of the implementation of the Program to eliminate temporary and dilapidated houses (XNT, NDN); preparations for the new school year; medical examination and treatment activities, health care for people, solutions to improve the quality of medical work; the task of protecting security and border sovereignty ; the operation and activities of local Party committees and government apparatus in the first 2 weeks.

The conference also approved the plan on allocating official delegates to attend the Provincial Party Congress for the 2025-2030 term.
In his concluding remarks at the conference, Provincial Party Secretary Le Ngoc Quang highly appreciated the enthusiastic and responsible opinions of the delegates and requested relevant agencies to seriously absorb them.

Provincial Party Secretary Le Ngoc Quang noted that the tasks set for the Party Committee and the entire provincial political system in the last 6 months of the year are very heavy, requiring high unity in perception and action, along with steadfast political determination, with the core being the Provincial Party Committee.
Regarding some socio-economic development tasks, Provincial Party Secretary Le Ngoc Quang proposed to continue to focus on leading and directing the effective implementation of key tasks and breakthroughs in the 2021-2025 period; strive to complete the 2025 socio-economic development plan at the highest level, achieving a GRDP growth rate of 8% or more for the whole year, creating a solid foundation for the next stage. Along with that, concretize the conclusions of General Secretary To Lam at the working sessions with the province; focus on removing bottlenecks, speeding up the disbursement of public investment capital; speeding up the progress of key projects; resolutely handling difficulties in site clearance and legal procedures.
Provincial Party Secretary Le Ngoc Quang requested to proactively and synchronously implement financial and budget solutions, increase revenue, save expenditure, prevent loss and waste; focus resources on key projects, social security, support remote areas, border areas, and islands. Promote improvement of the investment and business environment, develop the private economy, support enterprises, promote start-ups, digital transformation, expand markets, enhance competitiveness, attract high-tech and environmentally friendly projects; lead the comprehensive development of industries and fields, taking industry as the driving force for growth; develop high-tech agriculture, adapt to climate change; improve quality, diversify tourism products and services.
Continue to innovate and improve the quality of education, health care, culture and sports; ensure social security, create jobs, and sustainably reduce poverty; care for the lives of ethnic minorities, people with meritorious services and policy beneficiaries. Complete the XNT and NDN programs; organize well the work of gratitude; strengthen environmental protection, proactively prevent and combat natural disasters, and respond to climate change; ensure the safety of dams, reservoirs and dykes; prepare the "4 on-site" plan during the rainy and stormy season; maintain political security and social order and safety.

Regarding the work of Party building and political system building, Provincial Party Secretary Le Ngoc Quang requested Party committees at all levels to focus on leading and directing the preparation and successful organization of Party congresses at all levels and the Provincial Party Congress for the 2025-2030 term towards the 14th National Party Congress; comprehensively, closely and regularly lead, ensuring the apparatus of the provincial political system and the two-level government operate smoothly, stably, synchronously and effectively.
Continue to effectively implement the Politburo's "strategic quartet", including: Science and technology, innovation, national digital transformation; international integration; law making and enforcement; and private economic development.
Strengthen political and ideological education and public ethics; create consensus among cadres, party members and the people. Promote dissemination of results of organizational restructuring and key political tasks, creating strong spiritual motivation throughout society.
Effectively implement the resolutions, directives and conclusions of the Central Committee on streamlining the organization and improving the efficiency of the political system. Focus on improving the quality of grassroots party organizations, creating sources, recruiting party members, and perfecting the cadre team after the reorganization. Comprehensively lead the work of economics, supervision and Party discipline; internal affairs and mass mobilization; promote the role of the Fatherland Front and socio-political organizations in land development, government building, and consolidating the great national unity bloc.
Provincial Party Secretary Le Ngoc Quang requested that members of the Provincial Party Committee must be the center of solidarity, the nucleus of innovation, an example of action and responsibility, striving for a Quang Tri that develops quickly and sustainably.
