Launch emulation movements to effectively implement the two-level local government model.

(CTT-Dong Nai) - That is the experience shared by Secretary of the Party Committee, Chairwoman of the People's Council of Thuan Loi Commune Bui Thi Minh Thuy at the Thuan Loi Commune bridge within the framework of the Conference to review 1 month of implementing the 2-level local government model taking place on the afternoon of July 29. The conference was connected online from the main bridge of the Provincial Party Committee hall to 95 bridge points of communes and wards.

Informing the conference, Secretary of the Party Committee, Chairwoman of the People's Council of Thuan Loi commune Bui Thi Minh Thuy said: After the merger, Thuan Loi commune has a natural area of 167.23 km2, a population of 23,655 people, divided into 16 hamlets, with 9 ethnic groups living there. After the arrangement, the commune has 95 cadres, civil servants, and public employees (Party - Mass Organizations: 36 cadres, civil servants; Governmental block: 59 cadres, civil servants, and public employees).

In order to organize timely, focused and key activities according to the 2-level local government model, the Commune People's Committee launched 2 emulation movements: "30 days and nights to resolve unresolved issues and problems related to the 2 old communes; focus on standardizing the activities of the Public Administration Service Center" and "Organizing and greening the countryside". Through the 2 movements, the pioneering and exemplary role of cadres, civil servants and public employees has been promoted to set an example in agencies, units and localities.

According to Secretary of the Thuan Loi Commune Party Committee Bui Thi Minh Thuy, currently, commune-level cadres and civil servants in general and Thuan Loi Commune in particular are performing a large amount of work. Tasks and powers are decentralized for the first time from higher levels, leading to confusion in the process of performing tasks, great pressure from responsibilities and work, causing psychological pressure on cadres and civil servants.

In addition, most of the civil servants assigned after the reorganization are new, transferred from many agencies and units of the old provincial and district levels and other communes. They have not had much time to approach the work, do not have practical experience in the assigned work field, affecting the progress and quality of the work, and do not meet the requirements assigned by superiors.

To continue implementing the tasks of the local government model in the coming time, Secretary of the Thuan Loi Commune Party Committee Bui Thi Minh Thuy said: In the coming time, we will continue to thoroughly understand, encourage and motivate the spirit of civil servants and public employees to self-study, self-research new documents, self-study to improve their advisory capacity according to their assigned duties and tasks. Thoroughly understand and guide cadres and public employees to firmly grasp and implement policies according to regulations, viewpoints and methods of operating communes according to the new model.

At the same time, we will continue to review and consider the actual capacity of civil servants to assign appropriate tasks; consider mobilizing and seconding civil servants between the Party - Mass Organizations and the government, so that specialized agencies under the Commune People's Committee have enough capacity to perform their tasks.

The leaders of Thuan Loi commune also requested the Department of Home Affairs to coordinate with relevant departments and branches to soon issue specific instructions on the arrangement of organizational structure and labor quota for specific associations at the commune level after the merger; review and mobilize competent and experienced civil servants in areas of work that the locality lacks...
