On May 11, the National Steering Committee 389 held a conference to discuss anti-smuggling, trade fraud and counterfeit goods work in the first quarter of 2023.

The National Steering Committee 389 said that in the first months of the year, although the situation of smuggling and trade fraud remained complicated, no “hot spots” emerged. However, the tricks and methods of smuggling goods became increasingly sophisticated.

The subjects often use import and export activities to not declare or declare customs incorrectly about the actual goods and the shipment route; import goods that do not meet the conditions of standards and regulations... to smuggle and commit commercial fraud.

In addition, the subjects also reinforced the storage compartments and compartments inside vehicles transporting import and export goods, hiding smuggled goods in officially imported goods to avoid the control of authorities.

At the border, taking advantage of harsh weather and rugged terrain, criminals often hire people to illegally transport goods across the border, using modern equipment and "hot weapons" to fight back against authorities when arrested.

Meanwhile, in the domestic market, common commercial frauds are businesses taking advantage of e-commerce activities, hiding behind social networking sites to mix in fake, smuggled, unknown origin, poor quality goods...; taking advantage of business activities, illegally issuing and trading invoices; taking advantage of stores, kiosks, business households, traditional markets to mix and openly display genuine, fake, smuggled, unknown origin, poor quality goods...

Through professional measures, the interdisciplinary force has continuously inspected, detected, and handled thousands of violations. According to the Report of the National Steering Committee 389, in the first quarter of 2023, the authorities arrested and handled 28,028 violations (down 11.24% compared to the same period in 2022).

Of these, 1,345 cases of buying, selling, and transporting prohibited and smuggled goods were discovered and arrested. Compared to the same period last year, the number of these cases increased by 68.34%.

In addition, Force 389 also detected and handled 25,595 cases of trade fraud and tax fraud (down 14.54% over the same period in 2022); 1,088 cases of counterfeit goods and intellectual property violations (up 30.93% over the same period in 2022); collected more than VND 3,387 billion for the state budget (up 76.66% over the same period in 2022); prosecuted 278 cases/679 subjects.

The National Steering Committee 389 said that to increase the effectiveness of anti-smuggling and trade fraud work, in addition to traditional measures, the authorities will increase the application of information technology to improve work efficiency and protect consumers and businesses.
