A good model, keeping the small neighborhood peaceful.
Khanh Binh commune has 25 hamlets, where the people mainly live by cultivating rice and other crops, raising shrimp, and engaging in small-scale businesses. To prevent the destructive exploitation of aquatic resources, the commune's Party Committee and government have effectively implemented Directive No. 17-CT/TU dated February 26, 2024, of the Provincial Party Standing Committee on strengthening the leadership and guidance of Party committees and governments at all levels regarding the destructive exploitation of aquatic resources in the province. The commune's police force has played an active role in developing and implementing the "Co-management of Aquatic Resources" model.
In 2025, Khanh Binh commune organized 70 integrated awareness campaigns with approximately 5,000 participants. Efforts were intensified to encourage people throughout the commune not to buy, sell, transport, or exploit juvenile fish at the beginning of the rainy season. Emphasis was placed on visual communication to improve the effectiveness of managing and protecting aquatic resources by installing 17 awareness signs; establishing 2 hotlines; mobilizing over 4,700 households to sign commitments not to violate regulations; and distributing 300 billboards, posters, and leaflets.
Through persuasion efforts, the people voluntarily handed over many electric shock devices to the Khanh Binh commune police.
This has had a strong impact on the awareness and responsibility of collectives and individuals in protecting aquatic resources. Through the campaign, the people voluntarily surrendered 125 sets of electric fishing equipment. In addition, through patrols and inspections, functional forces discovered 3 cases of violations, and imposed administrative penalties on 2 cases involving 2 individuals with a total fine of 8 million VND.
Lieutenant Colonel Vo Ut Hung, Head of the Khanh Binh Commune Police, shared: “The work of building the movement for all citizens to protect national security has been maintained, expanded, and effectively promoted. Outstanding among these are five models: Security loudspeakers; Security cameras; Security lighting; Co-management of aquatic resources; and the campaign to educate and assist former prisoners residing in the locality to avoid recidivism. Thanks to the active participation of members and the unanimous support of the people, the security and order situation in the area is improving increasingly positively.”
To harness the strength of the entire population in ensuring security and order in rural areas, many localities are leveraging the support of former police officers' associations to maintain peace in their areas. In Long Dien commune, the former police officers' association has attracted 26 members, 100% of whom have firm ideological stances, rich practical experience in the People's Police force, and always set a good example in local movements.
Over the past year, security and order in Long Dien commune have been generally stable, but potential complexities remain, especially property theft, law violations among young people, and conflicts among the people. In response to this situation, the branch association has proactively and actively participated with the commune police force and other organizations in implementing a comprehensive range of measures to maintain security and order.
Leveraging the professional experience of the People's Public Security Force, the branch association discovered and provided many valuable sources of information, helping the police force to promptly detect and prevent violations of the law; and manage suspects and areas. At the same time, it directly participated with the commune police in resolving 5 cases related to security and order at the grassroots level; educated and reformed 12 individuals with criminal records and young people showing signs of violating the law. It coordinated the organization of legal awareness sessions, encouraged people to sign pledges to abide by the law and participate in reporting crimes; and spread the movement of "All citizens protecting national security" in the area.
The Long Dien commune police presented awards to mass organizations that have achieved outstanding results, contributing to ensuring good security and order in the area alongside the commune police.
Lieutenant Colonel Duong Trung Kien, Head of Long Dien Commune Police, said that in the coming time, the unit hopes to continue receiving contributions and support from members of the former police officers' association in ensuring security and order, especially in building and developing the movement of "All People Protecting National Security," creating a combined strength in the cause of protecting national security and maintaining social order and safety in the locality.
