Promoting the advantage of the East Sea 'frontage' in city development

Hai Phong is the most important gateway to the sea in the entire “frontage” of the sea in the North, especially the Red River Delta. In the era of opening up and integration, the “frontage to the sea” position is the decisive factor in opening up the country and converging international strength. From that meaning, the merger of Hai Phong and Hai Duong into a provincial-level administrative unit named Hai Phong city demonstrates the strategic and long-term thinking and vision of the Party and State, opening up a new development space to take advantage of the sea.

In the draft Political Report submitted to the City Party Congress for the 2025-2030 term, one of the socio-economic development viewpoints in the new term identified by the city is "Maximizing the potential and advantages of the seaport city and regional economic center; expanding development space, rationally organizing urban - industrial - service - agricultural space; linking industrialization and modernization with the development of modern coastal cities".

Based on the clearly defined goals, in the new term, the city needs to urgently organize the establishment and adjustment of the Hai Phong City Planning for the period 2021 - 2030, with a vision to 2050 and the Hai Phong City Master Plan to 2040, with a vision to 2050 to ensure consistency and connectivity; clearly define the functions of each region, and form coastal economic corridors. Prioritize planning for the development of modern technical infrastructure systems, open spaces along rivers and coasts to maximize the advantages of the sea in urban, economic and social development.
