Many achievements
Mr. Ho Dac Truong, Deputy Director of the Department of Natural Resources and Environment of Thua Thien - Hue, said that in 2023, despite many difficulties and challenges, under the direction of the Provincial People's Committee and the professional guidance of the Ministry of Natural Resources and Environment ; all leaders, civil servants, public employees and workers of the Department of Natural Resources and Environment of the province have strived, advised and organized implementation to complete the assigned targets and tasks.
Specifically, last year, the Provincial People's Committee advised and submitted to the Provincial People's Committee to allocate land without collecting land use fees for 11 projects with an area of 33.6 hectares; allocate land to the Provincial Industrial Economic Zone Management Board for management with an area of 39.04 hectares; lease land for 52 projects with an area of 341.26 hectares; and reclaim land for 32 projects with an area of 495.9 hectares.
2,430 first-time land use right certificates have been issued to individual households, with an area of 405.04 hectares; 131 certificates have been issued and exchanged for economic and religious organizations; 17,678 certificates have been issued and exchanged for individual households. Since the establishment of the one-level Land Registration Office (March 21, 2016), 123,773 residential land certificates have been signed and exchanged for households and individuals and 65,157 agricultural land certificates according to projects transferred by the Land Registration Office Branches.
Up to now, the Department has submitted to the Provincial People's Committee for approval of land price coefficients to calculate compensation for 243 works and projects in the province. It has organized 9 meetings of the Advisory Council to resolve difficulties in organizing compensation, support and resettlement in the province. It has coordinated with the Hue City People's Committee to work with the Department of Planning and Land Resources Development - Ministry of Natural Resources and Environment to request adjustments, supplements and application of the policy framework for site clearance of the Hue Citadel project to implement the project phase 2.
In the past year, the Department of Natural Resources and Environment advised the Provincial People's Committee to issue, extend, and adjust the contents of 21 Mineral Exploitation Licenses; issue, extend, and adjust the contents of 4 Water Resources Exploitation and Use Licenses. Advised and approved the fee for granting mineral and water resource exploitation rights with a total amount of 10,567 billion VND. Advised the Provincial People's Committee to approve the Plan for auctioning mineral exploitation rights in the province in 2023, including 4 mineral mining areas, and successfully organized auctions for 4/4 mining areas; the winning bid price was estimated at more than 69 billion VND (7.5 times higher than the starting price of 9.2 billion VND).
The Department has received, appraised and submitted for approval 53 environmental impact assessment project dossiers and 34 environmental licenses. Completed construction of the Phu Son Waste-to-Energy Plant Project, with a solid waste treatment scale of 600 tons/day using modern waste-to-energy technology, which has started receiving waste since September 1, 2023; completed a solid waste incinerator with a scale of 20 tons/day at the Loc Thuy treatment area...
Also in the past year, the Department of Natural Resources and Environment conducted 29 inspections and examinations of 73 organizations and units in the fields of land, environmental protection, minerals, water resources, hydrometeorology, and surveying and mapping. Through the inspections and examinations, the Chief Inspector of the Department issued 32 Decisions on administrative sanctions with a total fine of VND 469,005,312, applied remedial measures to force 1 organization to return the profit from the violation of VND 7,755,000 and 1 Decision on applying remedial measures to force 1 organization to return the surveying and mapping license to the licensing authority. In addition, the Department has submitted the dossier to the Chairman of the Provincial People's Committee to sanction 10 organizations with a total fine of VND 1,730,250,000; Apply remedial measures to force 4 organizations to return the profits from the violation of 901,387,357 VND.
By December 31, 2023, the total land use fee collection in the province reached 1,580,500 billion VND. Of which, the provincial level was 845 billion VND, the district level was 735 billion VND; the total land rent collection in the province reached 465.5 billion VND, reaching 387.91% of the plan assigned at the beginning of the year (120 billion VND).
The conference heard representatives of units under the Department of Natural Resources and Environment, local authorities of districts and towns raise recommendations, comments and propose solutions to solve problems, contributing to improving the effectiveness of state management in the field of natural resources and environment. These include a number of issues such as land prices, auctions of land mines, land allocation; waste, agricultural and forestry land; regulations on responsibilities of each agency, unit and department when incidents occur; research on investment in automatic monitoring stations, etc.

Continue to promote capacity and resources
According to the Department of Natural Resources and Environment, 2024 is an important year, a pivotal year for implementing the tasks of the 5-year socio-economic development plan, period 2021 - 2025. The general goal of the industry is to promote digital transformation, green economy, circular economy associated with sustainable development, strictly manage, exploit, mobilize, allocate and use natural resources in a cost-effective, efficient and sustainable manner; conserve and rationally use biodiversity values; proactively control and prevent environmental pollution and degradation; effectively respond to climate change, contributing to ensuring the implementation of sustainable development goals, creating momentum for socio-economic development of the province, contributing to the early completion of the goal of building a centrally-run city by 2025.
In order to achieve the set goals and tasks; at the same time, to better perform the work of advising and managing the state on natural resources and environment in the province; the Department of Natural Resources and Environment of Thua Thien - Hue will focus on deploying and synchronously implementing a number of key solutions.
In particular, continue to innovate the direction and management work, improve the quality of consulting, strengthen discipline, promote the role and responsibility of leaders in implementing tasks; build a team of responsible, professional, highly qualified civil servants, with courage, daring to do, daring to take responsibility. Improve the efficiency of using natural resources, focusing on the exploitation and use of resources in conjunction with environmental protection and biodiversity conservation; encourage the development of green industry, high-tech environmentally friendly in conjunction with building a green economy, circular economy; effectively exploit the ecological values of nature reserves in conjunction with tourism development and proactively respond to the impacts of climate change. Strengthen communication work so that people and businesses can participate more actively in protecting resources and the environment.
On the other hand, promoting administrative reform, digital transformation, exploiting and operating well the database of resources and environment, especially the land database; simplifying administrative procedures, facilitating investment, production and business activities; proactively coordinating work handling associated with promoting the application of information technology in all activities, creating strong changes in the entire system...

At the Conference, Mr. Phan Quy Phuong, Vice Chairman of the People's Committee of Thua Thien - Hue province acknowledged and praised the achievements that the Department of Natural Resources and Environment has made in the past time, making great and important contributions to socio-economic development, and at the same time said that Natural Resources and Environment is a field with great influence, extremely important, vast, "massive" workload, "now most of what is done is related to land and environment" and the provincial leaders always spend a lot of time paying attention to the industry.
“2024 is a very important year, a key year, a breakthrough year to turn the province into a centrally-run city, in which the Department of Natural Resources and Environment has a great influence, it is necessary to make efforts, promote capacity and resources as well as overcome existing limitations; the province acknowledges the recommendations of the Department of Natural Resources and Environment and requests the department to accelerate the preparation, submission and approval of the 5-year provincial land use plan, review and adjust the district-level land use planning for the period 2021-2030 to ensure compliance with legal regulations; need to be more active in land allocation, land lease, land use purpose conversion and issuance of land use right certificates, overcome difficulties so as not to affect the investment environment and management work; request the Department of Natural Resources and Environment to direct the Land Fund Development Center to organize the implementation of procedures to speed up the collection of land use fees in 2024; need to further strengthen inspection work, especially projects that are not used for the right purpose land use, not on time. In addition, it is necessary to implement the Land Law (amended) immediately after its promulgation, promptly putting legal regulations on land into practice", Mr. Phuong emphasized.
In 2024, the Department of Natural Resources and Environment of Thua Thien - Hue strives to have 99.5% of land plots registered for land use rights. Land use and land rent collection reaches 1,552.0 billion VND; house rent collection reaches 1.2 billion VND. 70% of wards, towns and 50% of communes implement waste classification at source; strive to reduce the rate of waste treated by direct burial to below 30%. The rate of solid waste collected and treated in 2024 reaches 95%...
