President Ho Chi Minh once advised: “Our Party is a ruling party”. The historical reality of the past 95 years has affirmed that the Party’s comprehensive and absolute leadership role is the key factor ensuring the victory of the Vietnamese Revolution.
Looking towards the new era, the era of the Vietnamese nation's rise, General Secretary To Lam wrote an important article "Continuing to strongly innovate the Party's leadership and governance methods, an urgent requirement of the new revolutionary stage". The Party Committee of the Ministry of Foreign Affairs perceives this as both a command from the heart and a motto for action in the past as well as the journey ahead.
The first Congress of the Party Committee of the Ministry of Foreign Affairs takes place at a historic moment. 2025 marks the 135th anniversary of the birth of President Ho Chi Minh, the beloved leader of the entire nation and also the architect of modern Vietnamese diplomacy and the first Minister of Foreign Affairs. 2025 also marks the 80th anniversary of the founding of the country and the 80th anniversary of the establishment of the diplomatic sector. With that meaning, the Congress will summarize the past term and propose many important orientations not only for the next term but also create a premise for many years to come.
Looking back at the 2020-2025 period, the world and regional situation has had complex and unpredictable developments. This is the first term that the Party Committee of the Ministry of Foreign Affairs has merged with the Overseas Party Committee, at the same time merging the Central Foreign Affairs Committee and taking over some functions and tasks of the Foreign Affairs Committee of the National Assembly; synchronously implementing solutions to streamline the apparatus in the spirit of Resolution No. 18-NQ/TW of the Central Committee.
In that context, with political determination and great efforts, the diplomatic sector has seized opportunities, overcome challenges, and well implemented the Resolution of the 28th Congress of the Party Committee of the Ministry of Foreign Affairs for the 2020-2025 term, contributing to the successful implementation of the Resolution of the 13th National Party Congress.

Party building is key
The Party Committee of the Ministry promptly advised the Central Committee to issue regulations on the functions and tasks of Party Committees and grassroots Party cells operating abroad and the management of Party members abroad, creating a major change in the management of Party members.
The Party Committee of the Ministry and the Party Executive Committee always strengthen leadership, direction and organization to thoroughly implement the regulations of the Party and State related to internal political protection work to Party organizations and Party members at home and abroad.
The work of preventing and combating corruption, waste and negativity is focused on; the regulations of the Party and the Central Steering Committee are disseminated and thoroughly implemented, and concretized into conclusions, resolutions and directives... to strengthen leadership and direction; inspection, examination and supervision are strengthened; the effectiveness of the Ministry's Steering Committee on preventing and combating corruption, waste and negativity is improved; and the work of Party building and rectification and the building of the diplomatic sector is closely linked.
Inspection and supervision work is always focused on, clearly defining the inspection of Party committees as inspection of compliance with Article 30 and Article 32 of the Party Charter and thematic inspection; inspection of inspection committees at all levels according to signs of violations by Party organizations and Party members; promptly advising the Secretariat to issue Regulation No. 141-QD/TW on inspection, supervision and discipline of the Party towards Party organizations and Party members abroad, contributing to making Party building and rectification work more practical and effective.
Mass mobilization work in the Party has had many important changes, focusing on thoroughly understanding and improving the spirit of serving the people, promoting discipline and order for cadres, civil servants and workers in performing public duties; thoroughly understanding and effectively implementing Conclusion No. 12-KL/TW, dated August 12, 2021 of the Politburo on the work of overseas Vietnamese in the new situation.
Successfully complete political tasks
In leading the implementation of political tasks, right from the beginning of the term, the Party Executive Committee coordinated with the Party Committee of the Ministry to lead and direct the institutionalization and concretization of the foreign policy of the 13th National Party Congress through many important resolutions, conclusions, directives and projects.
In organizing and implementing, the Party Executive Committee has closely coordinated with the Party Committee of the Ministry to lead and closely direct the entire diplomatic sector to promote its pioneering role, synchronously, comprehensively and effectively deploy foreign affairs activities on all three pillars of Party diplomacy, State diplomacy and people-to-people diplomacy.
In particular, since the merger of the Foreign Affairs Committee, the Party Committee of the Ministry of Foreign Affairs has promoted its leadership and direction role in the Ministry of Foreign Affairs as the sole specialized focal agency advising the Party and State on strategic orientation, organizing, implementing and uniformly managing foreign affairs activities on all three pillars; not allowing work to be interrupted, improving the effectiveness of the Party's foreign affairs work with new content, forms and methods, achieving qualitative progress.

Looking back at the 2020-2025 term, we can see the following outstanding achievements:
Firstly, the Party Committee of the Ministry of Foreign Affairs has actively contributed to institutionalizing and concretizing key and breakthrough tasks through action programs and thematic resolutions to lead, direct and achieve many remarkable results. The role and responsibility of Party committees and heads of Party committees have been promoted, the fighting spirit of Party organizations has been enhanced; democracy, solidarity and unity within the Party have been promoted.
Second, always focusing on promoting Party building in terms of politics, ideology, ethics, organization, and cadres, achieving many positive results with many innovations in content and methods, proactively advising the Politburo and the Secretariat to issue documents on Party building, Party member management, and inspection and supervision work abroad.
Third, it has provided strategic advice and organized the synchronous, comprehensive, and effective implementation of foreign affairs activities on all three pillars. Thanks to that, foreign affairs work has been assessed by the Party and State leaders as "achieving many important and historic results and achievements, becoming an impressive highlight among all the general results and achievements of the country in recent years" [[1]].
Fourth, the quality of the sector's construction work has been continuously improved in the direction of professionalism, modernity, and comprehensiveness. The diplomatic sector has truly taken the lead in implementing the direction of General Secretary To Lam on contributing to building a streamlined-strong-efficient-effective-effective-efficient apparatus.
It can be seen that the successful lesson is thanks to the Party Committee of the Ministry, Party committees at all levels at home and abroad always determining that political Party building is the key, firmly upholding Marxism-Leninism and Ho Chi Minh Thought; firmly upholding the goal of national independence associated with socialism; firmly upholding the path of innovation, firmly upholding the Party's principles, protecting the Party Platform, Statutes, Constitution and laws.
In addition to the above achievements, the Party Committee of the Ministry of Foreign Affairs has also frankly acknowledged some shortcomings and limitations: Political and ideological education, implementation of Party directives and resolutions, regulations on Party activities, inspection and supervision abroad are sometimes and in some places ineffective. The implementation of agreements and commitments is not really as expected, and the potential in relations with partners has not been fully exploited.

New era, new determination
In the coming time, the new context and new responsibilities will pose many heavy tasks for the entire diplomatic sector. Domestically, after nearly 40 years of Doi Moi, the country's foundation, potential, position and international prestige have been raised, but difficulties, challenges and the risk of falling further behind still exist.
The Party Committee of the Ministry of Foreign Affairs for the 2025-2030 term determined to further promote its leadership role and direct the entire sector to synchronously, comprehensively and effectively deploy foreign affairs activities on all three pillars of Party diplomacy, State diplomacy and people-to-people diplomacy with the following key tasks:
Firstly, promoting the important and regular role of foreign affairs and international integration in creating and maintaining a peaceful and stable environment and making the most of external resources and favorable conditions to serve the country's strategic goals; affirming the role of foreign affairs and international integration as an important driving force in the cause of building and defending the Fatherland.
Second, bring relations with partners, especially neighboring countries, regions, major countries, important partners with great potential into depth, stability, substance, and long-term sustainability; increase interweaving of strategic interests with partners; effectively and substantially implement the upgrading of relations with partners, in accordance with policies and roadmap.
Third, promote economic diplomacy for development, contributing to the implementation of development goals by 2030 and 2045. Focus on maximizing and promoting the comparative advantages of diplomacy in the synchronous and effective implementation of the "Quad Pillars" and other important resolutions, conclusions and directives of the Party Central Committee and the Politburo in the new era.
Fourth, resolutely and persistently protect the independence, sovereignty, unity, territorial integrity, and legitimate and legal rights and interests of Vietnam in the East Sea on the basis of international law; maintain and develop a border of peace, friendship, cooperation and development, contributing to maintaining a peaceful, stable and favorable environment for national development.
Fifth, continue to promote and elevate multilateral diplomacy, be ready to promote the core role, lead and reconcile in accordance with the country's capabilities, specific conditions and interests; proactively and actively participate in building a fair and equal international order based on international law; well implement major multilateral responsibilities, especially APEC in 2027 and ASEAN Chairmanship in 2029.

Sixth, promptly and effectively deploy important areas of foreign affairs such as overseas Vietnamese affairs, cultural diplomacy, foreign information and propaganda, citizen protection and local foreign affairs. Continuously improve the quality of research, forecasting and advising Party and State leaders on foreign affairs.
Seventh, further enhance the effectiveness of coordination between the pillars of Party foreign affairs, State diplomacy and people's diplomacy, between foreign affairs forces at the central and local levels, between national defense, security, economy, culture-society and foreign affairs to create a combined strength. Continue to attach importance to reviewing and urging the implementation of international commitments and agreements.
Eighth, improve the leadership capacity and fighting strength of the Party organization and the Ministry of Foreign Affairs. Strengthen the management of Party members abroad and the work of protecting internal politics. Continue to fight to prevent and repel the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party; improve the effectiveness and efficiency of inspection, supervision and Party discipline; resolutely and persistently promote the work of preventing and combating corruption, waste and negativity. Continue to build a team of diplomatic staff who are "both red and professional", with strong political will, professional style and professional qualifications to meet all the requirements of the new era.
Towards the historical milestones of the 80th anniversary of the August Revolution and National Day September 2, the 80th anniversary of the establishment of the diplomatic sector, all cadres and party members of the Ministry of Foreign Affairs are determined to successfully implement the Resolution of the 14th National Party Congress, the resolution and action program to implement the Resolution of the 1st Congress of the Party Committee of the Ministry of Foreign Affairs, maintain the title of a clean and strong Party Committee in all aspects, successfully carry out all foreign affairs tasks assigned by the Party, State and people, and make a worthy contribution to the cause of building and defending the socialist Vietnamese Fatherland.
