Speaking at the opening of the Congress, Comrade Bui Thi Minh Hoai, Politburo member and Secretary of the Hanoi Party Committee, affirmed that in the past term, the Party Committee, government, army and people of the capital have united, innovated, overcome all difficulties and challenges, and strived to successfully implement the Resolution of the 17th City Party Congress, term 2020-2025, with many outstanding results.
The work of building the Party and the political system has been implemented comprehensively and synchronously; the work of inspection, supervision, prevention of corruption, waste and negativity has been strengthened; the work of mass mobilization, propaganda, mobilization of people, activities of the Fatherland Front and mass organizations have seen many innovations. The city has actively arranged and streamlined the organizational apparatus, ensuring that the two-level local government operates smoothly, serving the people and businesses better.
The Capital's economy continues to affirm its leading position and driving force for the development of the Capital Region, the Northern Key Economic Region and the whole country; urban construction and development have seen many changes; the fields of culture, society, health, education and training have achieved many outstanding results; social security is guaranteed, the material and spiritual life of the people is improved and enhanced; national defense and security work is strengthened, social order and safety are maintained.
He emphasized that Hanoi is facing intertwined opportunities, advantages, difficulties and challenges, requiring the Party Committee, government and people of the capital to be highly determined and make great efforts to successfully achieve the set development goals.
Following the direction of General Secretary To Lam during the Politburo's working sessions with the Standing Committee of the City Party Committee on the preparation for the Congress, "The Hanoi City Party Congress must be truly exemplary, model, demonstrating the spirit of innovation, creativity and aspiration to rise up", each delegate upholds the spirit of responsibility, actively contributes intelligence to concretize the requirements and expectations of the Central Committee, of the General Secretary, of cadres, party members and people, to build and develop a civilized, modern and happy Capital, together with the whole country firmly entering the era of national growth, the era of building a prosperous and prosperous country.

Speaking at the Congress, General Secretary To Lam highly appreciated and commended the results that the Party Committee, government and people of the capital had achieved in the past term.
Agreeing with the assessment of the 5 groups of limitations and weaknesses mentioned in the Political Report, the General Secretary stated that we must frankly acknowledge that there are still many long-standing "bottlenecks" that need to be focused on overcoming, such as: Growth quality and labor productivity are not commensurate with potential, strengths and specific policies; science, technology and innovation are still limited; infrastructure has not kept up with development; planning, land, construction and urban management still have many shortcomings; traffic congestion, flooding in the inner city, air pollution, pollution of rivers and lakes are still persistent...
Proposing that the Congress continue to deeply analyze the causes of the existing problems and limitations in order to have the right policies and solutions in the next term, the General Secretary raised two questions for delegates to discuss: How will Hanoi shape its identity and development model to both maintain the Thang Long spirit and strive to become a creative, green, smart, globally connected metropolis, commensurate with the appearance of the capital of a high-income developed country with socialist orientation by 2045? How will the city's Party Committee improve its leadership capacity and fighting strength to turn goals and policies into results?
Emphasizing that Hanoi is entering a new development phase that requires a comprehensive and systematic vision, where ideology, institutions, space, economy and people blend into a sustainable development entity, the General Secretary suggested requirements for tasks.
First of all, it is necessary to build a clean, strong Party and political system, set an example, act and be responsible. This is the first breakthrough axis, determining all successes. Focus on improving the effectiveness and efficiency of the two-level government, strongly shifting from a management mindset to a creative and service mindset; implementing clear decentralization and delegation of power, along with responsibility and control.

It is necessary to put “Culture-Identity-Creativity” at the center of all development orientations of the Capital, considering it as a strong, fundamental endogenous resource that forms the mettle, intelligence and strength of Hanoi; as a foundation for the Capital to affirm its leading role, leading position and influence of the nation in the new era. To do so, the city’s development strategy must synchronously connect culture, space, economy and people. Every decision and investment project must ensure the preservation of traditional character, while shaping the cultural space for future generations and creating innovation capacity. It is necessary to develop “creative circuits” connecting the entire Capital, ensuring the flow of creative energy from heritage, knowledge to technology, connecting cultural, academic and innovation centers.
The General Secretary requested that Hanoi must create a completely new governance model; shifting from management to creation, from overlapping and fragmented to synchronous and integrated, from short-term to sustainable, with the stature of a modern capital, capable of thoroughly solving urgent problems and opening up new development dimensions, not only managing the present but also proactively shaping the future. All decisions must be based on science and evidence, tested, simulated and adjusted before implementation, not based on emotion or local interests.
In the new period, Hanoi must fundamentally transform itself from a "monopolar centralized" model to a "multipolar, multi-centered" structure. It is impossible to continue to compress all administrative, economic, educational, medical, cultural functions, etc. into the already overloaded historical inner city, but must reorganize the urban space according to dispersed poles, while still ensuring synchronous connections. Each pole becomes a dynamic satellite, both autonomous in function and closely connected to the entire capital and neighboring areas, helping Hanoi become a widespread, connected and leading urban area, leading the region and the country. The focus of this model is the "infrastructure-led planning" mindset instead of the "planning-to-build" mindset. Planning is no longer a static drawing, but a dynamic infrastructure strategy, continuously updated with digital data, monitored with simulation models, ensuring that all projects are implemented with a basis, transparently and effectively.

The General Secretary pointed out that developing science, technology and innovation is a decisive factor in accelerating growth and is the key driving force for Hanoi to enter a new stage of development. The city must become a place to create new policies, test new technologies, train new talents and initiate new ideas for the country. The capital is converging all favorable conditions, along with Ho Chi Minh City, the two localities with the most advantages to take on the role of the country's innovation and technology center.
We must take people as the center and measure of all development; promote the spirit of "elegance, loyalty, and responsibility" in modern life, and at the same time build a standard, clean, and people-friendly public service environment, where all actions of officials and state agencies reflect responsibility and attachment to the people.
Along with that, Hanoi must always be a strong fortress in terms of politics, security, social order and safety. The feeling of safety and peace of the people and tourists is used as a measure of the peace of the capital.
