Mr. Tran Tien Dung was elected to hold the position of Secretary of Dien Bien Provincial Party Committee for the 2025-2030 term.

After 3 days of urgent and serious work (October 14-16), with the spirit of "Solidarity, democracy, discipline, innovation, and development", the 15th Congress of the Dien Bien Provincial Party Committee, term 2025-2030, completed the proposed content and program.

The Congress elected the 15th Executive Committee of the Dien Bien Provincial Party Committee for the 2025-2030 term, consisting of 52 comrades. The new Executive Committee held its first meeting, electing a Standing Committee of 14 comrades.

Comrade Tran Tien Dung was elected to hold the position of Secretary of Dien Bien Provincial Party Committee, term 2025-2030.

The Deputy Secretaries of Dien Bien Provincial Party Committee include comrades: Le Thanh Do, Mua A Vang, and Ha Quang Trung.

The Dien Bien Provincial Party Committee's Inspection Committee consists of 11 comrades. Comrade Nguyen Sy Quan was re-elected as Chairman of the Dien Bien Provincial Party Committee's Inspection Committee for the new term 2025-2030.

Comrade Tran Tien Dung (born March 7, 1975 in Ninh Binh) is a Master of Law; Senior in Political Theory.

He has held various positions such as: Secretary of the Minister, Deputy Minister of Justice ; Deputy Secretary of Lai Chau Provincial Party Committee, Chairman of Lai Chau Provincial People's Committee for the 2016-2021 and 2021-2026 terms; Deputy Minister of Justice.

From January 2025 to June 2025, he was Secretary of Long An Provincial Party Committee and from July 2025 to present, he was Deputy Secretary of Dien Bien Provincial Party Committee.

On behalf of the Provincial Party Committee, term XV, comrade Tran Tien Dung affirmed: The Provincial Party Committee, term XV, will strictly implement the principle of Centralism - Democracy in Party activities, continue to improve the leadership capacity and fighting strength of the Party Committee; concretize and resolutely implement the Congress Resolution.

The Provincial Party Executive Committee takes the "Dien Bien Phu spirit" as a peacetime command for development; attaches the responsibility of the Executive Committee and each member to the goals, targets, and tasks in accordance with the spirit of clear people, clear work, clear responsibilities, clear time, and clear results; promotes the potential and advantages, and is determined to build Dien Bien province to develop strongly.

The Congress elected a delegation to attend the 14th National Congress of the Party, including 17 official delegates and 2 alternate delegates.

With the spirit of "Solidarity, democracy, discipline, innovation, development" and high responsibility, delegates attending the Congress voted to pass the Resolution of the Congress.

The Party Committee will continue to improve the Party's leadership capacity and fighting strength; promote the strength of national solidarity; effectively exploit potentials and advantages, boost socio-economic development; and improve the material and spiritual life of the people.

The Party Committee focuses on developing healthcare infrastructure, education, training and innovation; constantly improving the quality of healthcare for the people; and human resource training.

The province develops agriculture and forestry by applying modern science and technology, towards improving product quality and value, combined with the development of processing industry, services and tourism; promotes the development of digital economy and socio-economic infrastructure system.

Dien Bien maintains political stability, ensures national defense and security, firmly protects national sovereignty and territorial integrity; expands foreign relations and international integration.

By 2030, strive to make Dien Bien a province developing towards a green, smart, and sustainable economy; one of the tourist centers of the region; and a fairly developed province in the region.

To successfully carry out the set tasks, the Resolution also sets out 22 main targets by 2030 such as the economic growth rate striving to reach 10-11%/year; GRDP per capita in 2030 reaching 115 million VND/person; in the period of 2026-2030 reaching over 8 million tourists, total revenue from tourism activities reaching 15,000 billion VND.

The Resolution also identifies three breakthroughs in the coming term, focusing on researching, promulgating or proposing the promulgation of mechanisms and policies to create development momentum...; mobilizing maximum resources for socio-economic infrastructure development.

The province focuses on investing in traffic infrastructure, especially the Son La-Dien Bien-Tay Trang border gate expressway, the road connecting National Highway 12 to A Pa Chai-Long Phu border gate and A Pa Chai border gate economic zone, and gradually completing inter-regional, inter-commune and rural traffic routes.

The province supports and develops diverse, high-quality, and attractive tourism products; promotes investment attraction, develops Dien Bien Phu - Pa Khoang National Tourism Area to meet the criteria and be recognized as a national tourism area; builds Dien Bien into a tourism center, making tourism a spearhead economic sector of the province.

The Congress called on all cadres, party members and people of all walks of life to continue promoting the "Dien Bien Phu Spirit" in peacetime, upholding the will of self-reliance and solidarity among ethnic groups, proactively seizing opportunities, overcoming difficulties and challenges, determined to strive to successfully complete the goals and tasks set out in the Resolution of the 15th Dien Bien Provincial Party Congress, contributing to the implementation of the Resolution of the 14th Party Congress./.
