
Resolution No. 21-NQ/TW dated October 25, 2017 of the 6th Conference of the 12th Central Executive Committee on population work in the new situation clearly stated the guiding viewpoint: "Continue to shift the focus of population policy from family planning to population and development. Population work must pay comprehensive attention to all aspects of population size, structure, distribution, especially population quality and place it in an organic relationship with economic , social, defense, security factors and ensure rapid and sustainable development" showing that our Party and State pay great attention to population work and clearly recognize the importance of population work in the country's socio-economic development.
Conclusion No. 149-KL/TW dated April 10, 2025 of the Politburo on promoting the implementation of Resolution No. 21-NQ/TW pointed out limitations in population work such as: The replacement fertility rate nationwide is not really stable, the total fertility rate tends to decrease below the replacement fertility rate; gender imbalance at birth is still high; there are no synchronous, comprehensive and effective solutions to promote the advantages of the "golden population" period, adapting to population aging; average life expectancy increases but the number of healthy years is low.
Besides, the practical context of the population sector's apparatus has changed from central to local levels, giving rise to many shortcomings that need to be promptly overcome so that propaganda and mobilization work on population work at all levels can operate effectively and synchronously.
The contest "I am a good population propagandist" aims to widely propagate in the health system, population and all classes of people about population contents in the new situation; evaluate the current status of propaganda activities and the quality of population communication staff at all levels in terms of population communication skills and knowledge, thereby encouraging, motivating and supporting in a timely manner, and at the same time recognizing their achievements and contributions to population work.
In addition, the contest creates opportunities for population communication staff and propagandists in localities to exchange, learn and share experiences. From there, determine the direction of training, improve skills, improve professional qualifications, find effective communication methods to contribute to bringing the Party's guidelines and policies, the State's policies and laws on population work into life. Contribute to raising awareness of all classes of people about population in the new situation.
The content of the contest focuses on propagating the Party's guidelines and policies, the State's policies and laws on population work in the new situation; population messages appropriate to the local context and reality: each couple should have 2 children, ensuring the rights and responsibilities in giving birth and raising children well; the current status of sex ratio at birth, causes, consequences and solutions; effectively exploiting the golden population structure, integrating population variables into socio-economic development plans;
Adapting to population aging, promoting health care for the elderly in the community; improving population quality: benefits of pre-marital health check-ups, benefits of screening; diagnosis and treatment of prenatal and neonatal diseases and disabilities; consequences of early marriage, early marriage; consanguineous marriage...; applying digital transformation in population communication work; typical examples, good models in local population work.
Contestants are population officers and population collaborators at all levels in 31 provinces/cities with communes of ethnic minorities in mountainous areas, including: Hanoi, Quang Ninh, Hai Phong, Ninh Binh, Cao Bang, Tuyen Quang, Lao Cai, Thai Nguyen, Lang Son, Bac Ninh, Phu Tho, Dien Bien, Lai Chau, Son La, Thanh Hoa, Nghe An, Quang Tri, Hue, Da Nang, Quang Ngai, Khanh Hoa, Gia Lai, Dak Lak, Lam Dong, Ho Chi Minh City, Tay Ninh, Dong Nai, Vinh Long, An Giang, Can Tho, Ca Mau.
Each province/city selects 1 team to participate in the competition with a minimum of 5 members. Each team performs 3 specific parts: Greeting; Knowledge and Talent.
The Department of Population plans to hold the contest for 3 days, December 3-4-5, 2025. The Organizing Committee will award First, Second, Third, Encouragement and Consolation prizes to individuals and groups. Along with the cash prizes, there will be souvenir cups and certificates.
