To mobilize investment resources for urban development, improve the quality and appearance of architectural landscapes towards a modern, civilized, and sustainable direction, aiming for Phan Thiet to become a Class I city, in line with the province's urban development orientation, the Provincial People's Committee recently issued a comprehensive plan for the rearrangement of district and commune-level administrative units for the period 2023-2025, with a vision to 2030, and simultaneously adjusted administrative boundaries to expand Phan Thiet City.
12 units are subject to restructuring.
According to the overall plan for administrative unit reorganization recently issued by the Provincial People's Committee, Binh Thuan province has 12 units (3 communes, 8 wards, and 1 town) subject to reorganization. Of these, 8 units (2 communes, 6 wards) will be reorganized in the 2023-2025 period, including: Phong Nam, Tien Loi, Duc Thang, Duc Nghia, Lac Dao, Binh Hung, Hung Long, and Thanh Hai (Phan Thiet City). 4 units (1 commune, 2 wards, and 1 town) will be reorganized in the 2026-2030 period, including: Binh Thanh (Tuy Phong district), Phu Trinh (Phan Thiet City), Phuoc Loc (La Gi town), and Tan Minh (Ham Tan district).
Specifically, during the period 2023-2025, Binh Thuan province will reorganize 8 administrative units (2 communes, 6 wards) in Phan Thiet City that do not meet the standards, while simultaneously adjusting administrative boundaries to expand Phan Thiet. This process needs to be carried out according to the principle of reorganizing substandard commune-level administrative units, in conjunction with the plan to expand Phan Thiet City and establish several commune-level administrative units within Phan Thiet as part of the urban development program. The reorganization, merger, and adjustment of administrative boundaries will ensure that the province's administrative units meet the prescribed standards.
Regarding the proposed arrangement and adjustment of a portion of the natural area and population of Ham Thuan Bac district and a portion of the natural area and population of Ham Thuan Nam district into Phan Thiet City: Specifically, the entire natural area and population of Phu Long town, Ham Thuan Bac district, will be incorporated into Phan Thiet City, establishing a ward within Phan Thiet City, in accordance with Decision No. 1197 of the People's Committee of Binh Thuan province on approving the revised master plan for Phan Thiet City until 2040 and Decision No. 927 of the People's Committee of Binh Thuan province on approving the urban development program for Phan Thiet City until 2040.
Integrate the entire natural area and population of Ham Thang commune, Ham Thuan Bac district, into Phan Thiet city. Adjust the general planning of Phan Thiet city; ensure that the scope and boundaries of Phan Thiet city are consistent with the Binh Thuan Provincial Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister in Decision No. 1701, the guidance of the Ministry of Construction in Official Letter No. 3572, and the overall plan for administrative unit rearrangement.
Adjusting a portion of the natural area and population size of Ham Liem and Ham Hiep communes in Ham Thuan Bac district into Phan Thiet City. Incorporating the entire natural area and population size of Ham My commune in Ham Thuan Nam district into Phan Thiet City. Adjusting the general planning of Phan Thiet City to ensure consistency with the Binh Thuan Provincial Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister in Decision No. 1701, the guidance of the Ministry of Construction in Official Letter No. 3572, and the overall plan for administrative unit rearrangement. Thus, after the rearrangement and adjustment of administrative boundaries, Phan Thiet City has a natural area of approximately over 305 km2, reaching 203.34% of the standard. The population size is approximately over 334,000 people, reaching 222.98% of the standard. It is expected to have 18 units (13 wards and 5 communes). The ratio of wards to the total number of subordinate administrative units reached 72.22% (meeting the regulation of 65%).
Aiming for Phan Thiet to become a Class I urban area.
To achieve the stated objectives, the Plan outlines a roadmap for implementation in 2024 that will involve reviewing, adjusting, and supplementing local planning (including provincial planning, urban planning, rural planning, and other relevant plans) to ensure consistency and alignment with the overall plan for reorganizing district and commune-level administrative units in the 2023-2025 period. Detailed proposals will also be developed to implement the province's overall plan for reorganizing administrative units.
Next, voter consultations will be organized; the dossiers for the reorganization of district and commune-level administrative units, as well as the dossiers for adjusting administrative boundaries to expand Phan Thiet City and establish several wards and communes within Phan Thiet City, will be approved by the People's Councils at all levels in accordance with regulations. According to the Provincial People's Committee, the process of developing the overall plan for the reorganization of district and commune-level administrative units ensured the leadership of the Party committees (through the Standing Committees of the district, town, and city Party committees and reported to the Provincial Party Standing Committee); it was consistent with the provincial plan, urban plan, rural plan, and other relevant plans. Furthermore, the reorganization plans were carefully considered by localities, taking into account specific factors such as historical traditions, culture, ethnicity, religion, beliefs, customs, geographical location, natural conditions, and the local community. Simultaneously, they ensured national defense and security, social order and safety, socio-economic development, and alignment with the local urban development program.
It can be affirmed that Binh Thuan province has identified the task of reorganizing district and commune-level administrative units that do not meet the standards prescribed by the Central Government as a priority, aiming to increase the number of commune-level administrative units that meet the standards to suit the local management requirements. Simultaneously, it is adjusting administrative boundaries to expand Phan Thiet City and establish several wards and communes within Phan Thiet City, as directed by the Prime Minister during a meeting with key officials of Binh Thuan province on August 31, 2022. This will mobilize resources to invest in urban development, improve the quality and appearance of urban architecture and landscape towards a modern, civilized, and sustainable direction, aiming for Phan Thiet to become a Class I city, in line with the province's urban development orientation.
