Since the beginning of the year, Bac Ninh Industrial Parks have granted investment licenses to 86 FDI projects and 42 domestic projects (DDI).
Starting from Resolution 02/NQ-TU in 2001 on developing industrial zones associated with urban modernization, Bac Ninh has firmly pursued the goal of building a modern industrial province. To date, the province has established 21 concentrated industrial zones with a total area of about 8,202 hectares, of which 15 have been put into operation, with an occupancy rate of nearly 65% and continuing to increase rapidly with a series of infrastructure projects under implementation.
In particular, in the 2021-2025 period, the province will integrate 5 new industrial parks into the planning, expanding the development space to nearly 1,800 hectares, creating a strategic "buffer zone" to welcome large investors in the semiconductor, electronics and high-tech industries.
In just the first 6 months of 2025, Bac Ninh has attracted about 3.3 billion USD in investment capital into industrial parks, an increase of 275% over the same period in 2024 and exceeding the annual plan by 43%. Notably, foreign direct investment (FDI) capital accounted for 2.69 billion USD, coming from 86 newly licensed projects and more than 220 adjustments - a clear demonstration of Bac Ninh's growing attractiveness to international investors.
In addition to quantity, investment quality has also changed positively. High-tech, environmentally friendly projects with high added value are gradually replacing traditional industrial models. Domestic enterprises have also begun to participate more strongly in the industrial ecosystem, with registered capital equivalent to 539 million USD - a positive sign for the policy of developing the private economy and innovation.
Based on the existing industrial infrastructure, Bac Ninh is focusing on developing the semiconductor industry - a sector identified by the Government as a strategic sector until 2030. The Amkor Group's project in Yen Phong II-C Industrial Park is a typical example. With a total investment of 1.6 billion USD, Amkor is building the world's largest semiconductor chip manufacturing center in Bac Ninh. After expansion, the project will reach maximum capacity by 2035, producing millions of semiconductor products each year.
Not only Samsung, Amkor, many big names such as Goertek, Micro Commercial Components, Victory Giant Technology… are also investing heavily in this field in Bac Ninh, forming a value chain from design, production, packaging to chip testing. This is an important foundation to help Bac Ninh become the semiconductor industry capital of Vietnam.
A comprehensive industrial ecosystem, integrating technology, human resources, social infrastructure, etc. is being shaped. Not stopping at developing factories and production lines, Bac Ninh pays special attention to building a comprehensive industrial ecosystem: inter-regional traffic infrastructure, stable energy sources, high-quality human resource training centers, and international standard environmental treatment systems.
The province's goal is to gradually shift from a simple industrial park model to a new type of industrial park: closely combining technical infrastructure and social infrastructure, ensuring living, working and long-term development conditions for workers. According to the orientation to 2030, 100% of newly planned industrial parks will have land for cultural institutions; 50% of industrial parks will build cultural and sports centers to serve workers.
In the context of the merger of Bac Giang - Bac Ninh provinces, the planning of industrial parks needs to be recalculated in the direction of optimizing industrial space, avoiding duplication, and enhancing regional connectivity. Bac Ninh advocates building an inter-provincial industrial park system along strategic development axes such as Noi Bai - Ha Long Expressway, National Highway 18, Ring Road 4, Gia Binh Airport, etc.
The functional zoning of industrial zones according to the model: High-tech, traditional, supporting; combined with inter-provincial industrial zones will increase the efficiency of exploiting infrastructure, supply chains and human resources. This is a modern and sustainable development orientation in line with the requirements of international integration.
The strong development of the industrial park ecosystem is the launching pad for Bac Ninh to realize its double-digit economic growth target. In the 2020-2025 period, the province has granted 608 new investment projects to industrial parks, with a total capital of more than 9.7 billion USD - exceeding the target by 30.4%. The export value from industrial parks accounts for more than 90% of the total export turnover of the province, contributing greatly to the budget and ensuring social security.
Bac Ninh has been, is and will continue to be a "golden destination" for high-tech investors, a typical model of green and sustainable industrial development in Vietnam.
