Online meeting on the implementation status of the Lao Cai - Hanoi

Vice Chairman of the Provincial People's Committee Ngo Tan Phuong requested units to closely follow assigned work and ensure project progress.

Representatives of the Railway Project Management Board ( Ministry of Construction ) reported on the project progress, focusing on site clearance and some difficulties, and made recommendations to speed up the project progress.

In Bac Ninh , the section passing through the province has a total length of 3,763m, occupying about 40.54ha of land in Tu Son city and Thuan Thanh town. In addition, technical infrastructure works (electricity, clean water, telecommunications) will be relocated and an environmental impact assessment report will be prepared. The total cost of compensation, support and resettlement is estimated at nearly 1,086 billion VND.

The Provincial Transport and Agriculture Project Management Board was assigned to be the investor to implement the compensation and site clearance project for the Lao Cai - Hanoi - Hai Phong railway (section passing through Bac Ninh province). Currently, the investor has established, appraised, approved the cost estimate and selected a consulting contractor for the bidding packages for survey and design tasks; project feasibility study report. It is urging consulting units to complete the documents, striving to submit them to the Department of Construction for appraisal before June 30, 2025.

However, the implementation still has some difficulties in the work of compensation and site clearance (no specific boundaries; project implementation sequence for resettlement areas). The investor recommends the Provincial People's Committee, departments, and the Railway Project Management Board: Approve the policy of shortening the process of consulting with organizations and communities; approve the detailed planning in parallel with the consultation process to speed up the project progress. Give opinions on the planning of 2 cemetery expansion areas in Thuan Thanh town. Urgently submit to the competent authority for approval of the site clearance boundary documents, place stakes in the field and provide and hand over to the investor.

Deputy Prime Minister Tran Hong Ha commended the localities for their work in site clearance to support the project's progress. He assigned the Railway Project Management Board to synthesize the localities' recommendations and proposals, report to the Prime Minister, and prepare the best conditions to start the project as planned.

Vice Chairman of the Provincial People's Committee Ngo Tan Phuong requested the investor to closely coordinate with relevant units to actively implement the extraction and measurement of cadastral maps to speed up the progress of land acquisition and clearance; coordinate with Tu Son city to focus on accelerating resettlement project items; coordinate with the Railway Project Management Board to receive the handover of the officially approved land clearance boundary documents and organize the placement of boundary markers in the field.

The Vice Chairman of the Provincial People's Committee also agreed on the policy of implementing a shortened process for consulting with agencies, organizations, and communities; conducting the appraisal and approval of detailed planning in parallel with the consultation process to speed up progress.

Assign Song Lieu commune (Thuan Thanh town) to urgently propose a location to expand (or build a new) people's cemetery. Relevant levels and sectors implement the project in accordance with Document No. 374 dated June 13, 2025 of the Provincial People's Committee to ensure the prescribed timeline.
