The Project on Developing Smart Agricultural Value Chains Adapting to Climate Change (CC) in Tra Vinh (CSAT Tra Vinh) is implemented with the goal of promoting sustainable agricultural development, enhancing capacity to adapt to climate change and improving farmers' income.

Efforts to complete agricultural development goals
CSAT Tra Vinh is a project funded by the International Fund for Agricultural Development (IFAD) with an investment capital of 31.6 million USD to be implemented in the period 2022-2026 with 3 components including developing smart agricultural value chains; investing in public infrastructure adapting to climate change; project management and coordination.
Mr. Hong Ngoc Hung - Director of the Tra Vinh CSAT Project Management Board (QLDA) said: Up to now, the province has deployed 31 construction packages worth more than 243 billion VND. Of which, 7 packages have been completed, contributing to improving traffic infrastructure, irrigation, electricity serving agricultural production and consumption; 8 packages have been extended due to weather effects, site clearance problems and construction volume. The progress of public investment capital disbursement reached 29.04%, expected to complete 100% of the 2025 capital plan when the projects are accepted in the fourth quarter.
Along with construction works, non-construction activities are deployed synchronously. The Project Management Board has organized many training courses for farmers, cooperatives and businesses on smart production techniques, clean agriculture, and climate change adaptation; supported the construction of production-consumption linkage models, demonstration and testing of new technologies, contributing to improving the management and operation capacity of cooperatives, promoting sustainable agricultural production, reducing emissions and increasing the value of local agricultural products.
One of the typical works of the project is package No. 50 - Investing in climate change adaptation infrastructure in An Phu Tan commune, worth more than 13 billion VND, with the implementation time to be completed before November 23, 2025. However, the implementation process encountered difficulties due to the lack of site clearance costs, some sections of the route were located close to the canal edge, the ground was weak, and 2 households at the end of the route had not yet handed over the site, the project was extended by 45 days, extending the implementation time.
“The commune coordinated with the investor to mobilize people and adjust the route to suit the current situation. Currently, the contractor is completing the foundation, asphalting and pavement, and the project is expected to be completed and handed over before January 8, 2026. The completed project will contribute to increasing rural traffic connectivity, serving the transportation of agricultural products, and at the same time minimizing damage caused by flooding and saltwater intrusion in the downstream area of the Co Chien River,” said Mr. Minh Phuc, Chairman of the People's Committee of An Phu Tan Commune.
Expanding cooperation towards a circular economy
The overall objective of Tra Vinh CSAT is to develop sustainable agriculture, adapting to climate change in line with the spirit of Resolution No. 120/NQ-CP, dated November 17, 2017 of the Government on sustainable development of the Mekong Delta adapting to climate change. The project focuses on developing agricultural value chains based on regional linkages, promoting smart production, minimizing risks, and enhancing the competitiveness of the local agricultural sector.
Director of Tra Vinh CSAT Project Management Board - Hong Ngoc Hung added: The 2025 plan focuses on completing all technical documents, bidding and selecting contractors on schedule; speeding up site clearance and handover to construction units, striving to complete 8 smart agricultural value chains, strengthening the connection between enterprises and farmers in agricultural production and consumption. The Project Management Board strengthens supervision of construction quality, disburses ODA capital in accordance with regulations, avoiding the situation of accumulating volume at the end of the year.
Currently, the unit is completing procedures for two new ODA projects, including AF-FAD and KOICA, aiming at developing a green circular economy, sustainable agricultural production and higher adaptation to climate change, which will be implemented in the period 2025-2029.

During the inspection of the progress of the Tra Vinh CSAT Project, Vice Chairman of the Provincial People's Committee - Chau Van Hoa assessed that the project is on track, progressing well and bringing many positive results. Agricultural infrastructure works are gradually being completed, while training activities, technical support and market connection have brought practical results to the people.
However, to achieve the common goal, the Project Management Board needs to continue to promote the spirit of initiative and creativity, closely coordinate with departments, branches, localities and donors to speed up progress, ensure project quality and effective use of public investment capital and ODA capital.
“The Project Management Board and contractors urgently complete the project, ensure safety, technical and environmental safety, accelerate site clearance and prioritize disbursement for approved items, and complete the 2025 capital plan on schedule. The province will accompany and support in removing difficulties for the project to be implemented smoothly, contributing to the development of sustainable agriculture, increasing farmers' income and making Vinh Long a pioneer in smart agriculture adapting to climate change”, Vice Chairman of the Provincial People's Committee - Chau Van Hoa suggested.
